THE CITY OF 12 CITY COUNCIL AGENDA REPORT pLEASANTON1 March 2, 2021 City Manager TITLE: OVERVIEW OF TRI-VALLEY MENTAL HEALTH RESOURCES AND PRESENTATION OF THE AXIS COMMUNITY HEALTH - MENTAL HEALTH URGENT CARE PILOT PROGRAM AND APPROVE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITIES OF PLEASANTON, DUBLIN, AND LIVERMORE FOR MENTAL HEALTH URGENT CARE PILOT PROGRAM FUNDING SUMMARY The need for mental health services in the Tri-Valley has increased dramatically in the last decade and has been further exacerbated by the COVID-19 pandemic. There is not enough capacity to meet the demand and the systems are complex and difficult to maneuver, especially in a crisis. Patients, particularly those who have not yet established care with a provider, frequently wait weeks for an appointment with a licensed therapist or psychiatrist. To address this issue, in October 2020, Axis Community Health engaged the Tri-Valley City Managers and other stakeholders to discuss a potential pilot program that would provide Mental Health Urgent Care services to all Tri-Valley residents. Through this engagement process, staffs of the cities of Dublin, Livermore and Pleasanton and Axis Community Health all expressed support for a Mental Health Urgent Care pilot program. RECOMMENDATION It is recommended that the City Council receive a presentation from City Manager Nelson Fialho, Axis Community Health CEO Sue Compton, and Chief of Behavioral Health Services Dr. Jennifer Penney regarding the Mental Health Urgent Care pilot program and approve the Memorandum of Understanding between the Cities of Pleasanton, Dublin, and Livermore for Mental Health Urgent Care pilot program funding. FINANCIAL STATEMENT The Cities of Pleasanton, Dublin, and Livermore agree to pay Axis Community Health a sum not to exceed $321,495 for project start up and project budget year 1 costs. The amount paid by each City shall be equal to one-third of the above not to exceed amount. It should be noted that Axis Community Health is expected to receive grant approval from Alameda County Behavioral Health in the amount of $250,000 for project budget year 1 costs, which would dramatically decrease the fair share contribution for each of the cities as detailed in Table 1.
