Staff recommends City <br /> Council award a construction contract to Marshall Brothers Enterprises, Inc. for <br /> $494,600. <br /> Consultant Services <br /> The current design contract with CSG includes bid and construction support services to <br /> review RFIs and the trash capture device submittal. In addition, the contract scope <br /> includes a review of the contractor's shoring plan. <br /> Under an existing on-call contract with the City, BSK will be providing material testing <br /> for the backfill of the structure. This will include sampling the backfill material and <br /> monitoring both the backfill operation and compaction testing. <br /> Budget <br /> A total of$300,000 is currently budgeted in the Koll Center Trash Capture Project, CIP <br /> No. 17443. This CIP was set up with the funding provided by the Caltrans Cooperative <br /> Agreement. The anticipated total expenditure for this project is $656,000, including a <br /> construction contingency of $92,440, and $21,425 in construction support services. An <br /> additional $356,000 is necessary to complete the project. Staff recommends the transfer <br /> of $206,000 from the Annual Installation of Trash Capture Devices, CIP No. 20443, and <br /> $150,000 from the Annual Installation of Trash Capture Devices, CIP No. 21443. <br /> It should be noted that the contingency amount recommended is fairly high at <br /> approximately 20 percent of the low bid. Staff believes this high amount is warranted <br /> given the potential for issues that can occur when making deep excavations that require <br /> dewatering as is required on this project. <br /> Schedule <br /> The design and fabrication of the trash capture device is anticipated to take 10 to 12 <br /> weeks.
