CITY COUNCIL AGENDA REPORT <br /> March 2, 2021 <br /> Engineering <br /> TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD <br /> A CONSTRUCTION CONTRACT TO MARSHALL BROTHERS <br /> ENTERPRISES, INC. IN THE AMOUNT OF $494,600 FOR THE KOLL <br /> CENTER TRASH CAPTURE PROJECT, CIP No. 17443 <br /> SUMMARY <br /> The Koll Center Trash Capture project will help the City meet the National Pollutant <br /> Discharge Elimination System (NPDES) Municipal Regional Permit requirements to <br /> reduce the trash load into the San Francisco Bay. The project involves the installation of <br /> a BioClean Trash Capture device within the existing storm drain easement in the <br /> parking lot of 6900 Koll Center Parkway. The trash capture device will be located at the <br /> outfall of the 60-inch storm drain to the Arroyo del Valle and will serve a total of 92 <br /> acres. The project was designed by CSG Consultants, Inc. (CSG) under the City's on- <br /> call general civil engineering contract. The project was then competitively bid with nine <br /> bidders submitting bids. The lowest responsive and responsible bid was from Marshall <br /> Brothers Enterprises, Inc. (Marshall Brothers) in the amount of$494,600. Staff <br /> recommends award of the construction contract to the low bidder. <br /> RECOMMENDATION <br /> 1 . Approve the plans and specifications, review the bids received, and award a <br /> construction contract for the project to Marshall Brothers Enterprises, Inc. of <br /> Livermore, Ca, in the amount of $494,600. <br /> 2. Authorize the City Manager to enter into the above construction contract. <br /> 3. Authorize the Director of Engineering to approve and execute contract change <br /> orders for a contingency amount not-to-exceed $92,440 (approximately 20 percent). <br /> 4. Transfer $206,000 in funding from the Annual Installation of Trash Capture Devices, <br /> CIP No. 20443, to the Koll Center Trash Capture Device, CIP No. 17443. <br /> 5. Transfer $150,000 in funding from the Annual Installation of Trash Capture Devices, <br /> CIP No. 21443, to the Koll Center Trash Capture Device, CIP No. 17443. <br /> FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $656,000 for the design, construction <br /> award, contingency, support services, and other miscellaneous costs. A total of <br /> $300,000 is currently budgeted in the Capital Improvement Program, leaving a project <br /> shortfall of $356,000. Staff recommends the transfer of $206,000 from the Annual <br /> Installation of Trash Capture Devices, CIP No. 20443, and $150,000 from the Annual <br /> Installation of Trash Capture Devices, CIP No. 21443. The funding and anticipated <br /> project expenditures are detailed in Attachment No. 1 . <br />
