Specific examples of how local authority is being usurp such as ministerial <br /> approvals, parking requirements, and zoning requirements for residential <br /> properties. <br /> The resolution resolves that the City of Pleasanton will: <br /> 1. Oppose the current practice of the State legislature of annually proposing and <br /> passing housing bill packages that directly interfere with the ability of the City <br /> to control their own destiny through use of zoning authority that has been <br /> granted to them. <br /> 2. Explore various ways to protect the ability of cities to retain local control over <br /> zoning. <br /> DISCUSSION <br /> The City of Pleasanton has an adopted Legislative Framework that outlines the guiding <br /> principles that guide the City's legislative advocacy efforts. Each year, the City Council <br /> Legislative Subcommittee affirms the Legislative Framework and identifies Focus Areas <br /> for the current legislative cycle and brings them forward to the City Council for adoption. <br /> In addition to the City's adopted Legislative Framework, the City is actively engaged in <br /> advocacy efforts in partnership with our Tri-Valley Cities (TVC) which includes the City <br /> of Dublin, City of Livermore, City of Pleasanton, City of San Ramon, and Town of <br /> Danville. The TVC has an adopted Legislative Framework and Focus Areas that guides <br /> advocacy efforts of the coalition. The TVC works with advocacy firm Townsend Public <br /> Affairs to advocate for the TVC Legislative Framework. Additionally, in 2020, the City of <br /> Pleasanton engaged Townsend Public Affairs to represent the City of Pleasanton's <br /> Legislative Framework and Focus Areas and conduct advocacy efforts on behalf of the <br /> City. <br /> Staff reviewed the proposed resolution and vetted it through the adopted framework, <br /> specifically, the guiding principles on Housing, Environmental Awareness, Health, Land <br /> Use and Preservation, Fiscal Sustainability , and Protect Local Control. These guiding <br /> principles are shown below. <br /> Housing. The City supports legislation that seeks balanced solutions which <br /> consider housing, jobs, and transportation together. The City supports legislation <br /> that provides, promotes and protects affordability in the housing stock. The City <br /> supports legislation that is context-sensitive, that does not take a one size fits all <br /> approach and allows the City to exercise its local control developing locally- <br /> appropriate plans that meet State objectives in a manner that is compatible with <br /> existing community character. The City supports legislation that provides funding <br /> and resources for infrastructure and services in tandem with new housing <br /> production mandates. <br /> Page 3 of 5 <br />
