THE CITY OF 2 <br /> -•• # "` CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> February 2, 2021 <br /> City Manager <br /> TITLE: REVIEW INFORMATION REGARDING THE CALIFORNIA CITIES FOR <br /> LOCAL CONTROL COALITION AND CONSIDER ADOPTING A <br /> RESOLUTION EXPRESSING SUPPORT FOR ACTIONS TO FURTHER <br /> STRENGTHEN LOCAL DEMOCRACY, AUTHORITY, AND CONTROL AS <br /> RELATED TO LOCAL ZONING AND HOUSING ISSUES; AND ASSUMING <br /> THE COUNCIL'S SUPPORT AND APPROVAL PROVIDE THE ADOPTED <br /> RESOLUTION TO THE CITIES FOR LOCAL CONTROL COALITION FOR <br /> USE IN THEIR STATE ADVOCACY EFFORTS <br /> SUMMARY <br /> The State of California delegates most local land use and development decisions to <br /> cities and counties. Planning and decisions usually require local political approval, and <br /> reflect the desire and interests of the community. Local and state laws define the <br /> process for making planning decisions (Government Code Section 65000-66037). In <br /> recent years, in an effort to address the State's housing crisis, the State legislature has <br /> presented a variety of housing bill packages that erode local decision-making authority <br /> in an effort to increase housing production. <br /> In July 2020, in an effort to address the State's approach to dealing with the housing <br /> crisis, California Cities for Local Control was formed by Torrance City Councilmember <br /> Mike Griffiths. The California Cities for Local Control is calling for cities to join them in <br /> their cause by passing a resolution that expresses support for actions to further <br /> strengthen local democracy, authority, and control as related to local zoning and <br /> housing issues and sending adopted resolutions to the coalition to use in their advocacy <br /> efforts at the State legislature. <br /> RECOMMENDATION <br /> It is recommended that the City Council review information regarding the California <br /> Cities for Local Control coalition and consider adopting a resolution expressing support <br /> for actions to further strengthen local democracy, authority, and control as related to <br /> local zoning and housing issues; and, assuming the Council's support and approval. <br /> provide the adopted resolution to the Cities for Local Control coalition for use in their <br /> State advocacy efforts. <br /> FINANCIAL STATEMENT <br /> There is no fiscal impact. <br />
