BACKGROUND <br /> On March 16, 2020, the City of Pleasanton convened its Emergency Operations Center <br /> to address the global pandemic caused by the spread of the Novel Coronavirus <br /> (COVID-19). On March 16, 2020, Alameda County issued its first Shelter in Place Public <br /> Health Order to stop the spread of COVID-19; on March 17, 2020, the City of <br /> Pleasanton's Director of Emergency Services declared a local emergency which was <br /> then affirmed by City Council adoption on March 23, 2020. <br /> Emergency Operations Center Approach <br /> The City's Incident Management Team has been meeting continually since that time to <br /> guide the City's response and recovery actions while delivering critical programs and <br /> services to meet the community's needs over the past 11 months. From the onset of the <br /> local emergency, the City's priorities have been: <br /> 1. Public Safety <br /> 2. Health and Welfare for City employees and the community <br /> 3. Protection and Maintenance of City Assets <br /> 4. Dissemination of accurate and timely information to City employees and the public <br /> 5. Re-entry and recovery <br /> Staff on the Incident Management Team developed a list of tasks that needed to be <br /> addressed by the functional sections of the EOC structure — Management, Logistics and <br /> Operations —to include new or revised policies, accommodations to workspaces, and <br /> changes to the delivery of programs and services. To the extent possible, all tasks to <br /> date have been completed. <br /> City Council Actions <br /> Concurrent with these efforts, the City Council took several key actions including: <br /> • Support for county and state limitations on residential and commercial evictions <br /> • Allocated full funding of the Housing and Human Services Grants and <br /> Community Grant Program requests, for a total of$1,120,986 <br /> • Approval of an augmented business support program and loan fund; to date the <br /> program has approved and paid out 109 loans for local businesses totaling <br /> $1,233,300 <br /> • Approval of a rental assistance program; to date the program has served 207 <br /> households for a total of $643,857 <br /> • Approval of a 15 percent temporary cap on food delivery service charges. <br /> Departmental Activities <br /> As the pandemic extended well into mid-2020 City staff made plans and took initial <br /> steps toward recovery, starting with ensuring that public safety and essential services <br /> were fully operational as allowed by the state and the county. This was followed by the <br /> resumption of the breadth of government services as well as the protection and <br /> maintenance of City assets. In late 2020, staff had begun making arrangement to slowly <br /> re-open the Pleasanton Public Library and bring back library and recreation programs; <br /> however, the holiday surge in cases put those plans on pause for the near term. <br /> Page 2 of 6 <br />
