construct an ADU as part of the original project, and if allowed, any design and <br /> development standards and conditions for such units. <br /> Finally, ADUs in new PUDs would be counted towards meeting the City's upcoming <br /> Regional Housing Needs Allocation (RHNA) and could help integrate additional units <br /> in new developments in a well-planned manner. <br /> If the City Council agreed such a change was appropriate, staff would integrate <br /> language to this effect into the PMC, prior to a second reading. The suggested <br /> language would be added to Section 18.106.040(A), and 18.106.045(A), to indicate <br /> this as an additional exception to the general prohibition on ADUs over 16 feet in <br /> height. <br /> 2. Other Clarifying Changes <br /> • Streetside setback for corner lots. The current draft ordinance does not <br /> distinguish between setback requirements on corner lots, and would allow for a <br /> four-foot setback, even for ADUs that exceed the Statewide Exemption criteria <br /> (800 square feet). Based on more recent guidance from HCD, staff believes it is <br /> permissible to require a larger setback for units over 800 square feet and would <br /> propose to add clarifying text to PMC Section 18.106.045(B), to indicate a <br /> detached ADU that exceeds 800 square feet in size on a corner lot must meet a <br /> 10-foot street side setback. <br /> • Landscape Screening1. After the January 19 City Council meeting, staff received <br /> comments from a resident raising concerns about the feasibility and aesthetics of <br /> applying fencing and landscaping requirements to corner lots. It was staffs <br /> intent, in proposing the fencing/screening requirement, to protect and buffer <br /> neighboring private properties from ADUs, in a manner that does not conflict with <br /> other fencing provisions of the PMC. It was also not intended to conflict with <br /> provisions of PUDs where, for example, open fencing may be required. Upon <br /> further review of the landscape screening standard that was previously proposed, <br /> staff suggests the text in PMC Section 18.106.060(C)(1)(b) could be adjusted to <br /> reflect: <br /> a. Landscape screening and fencing be required along rear and interior side <br /> property lines, but allowing street side property lines (on corner lots) to <br /> have the option to have a fence or landscaping instead of requiring both <br /> b. That solid fencing for ADUs not apply to PUDs where open fencing is <br /> required. <br /> C. ADU Preapproved Designs <br /> With the understanding that there is limited discretion on behalf of the City regarding the <br /> design of ADUs and secondly, given City Council's January 19 direction limiting ADUs <br /> to 16 feet, the City could consider developing (or securing the services of a local <br /> 1 The landscape screening is not intended to completely hide the ADU but provide some visual buffering. <br /> Page 4 of 6 <br />
