On August 18, 2020, the Pleasanton City Council approved the MOU <br /> with the County. <br /> SVC continued to provide testing services at the Fairgrounds beyond August 28, 2020 <br /> and requested that the County help fund those services. The County agreed to do so <br /> through December 30, 2020 which is the date by which the County needed to fully <br /> expend their federal CARES Act allocation. The City requested that FEMA reimburse its <br /> $100,000 allocation to the Fairgrounds testing and was advised to have the County <br /> submit the City's request along with the County's FEMA reimbursement requests. The <br /> County agreed to that and offered to do so for the cities of Dublin and Livermore as well. <br /> Finally, the Fairgrounds also requested that they receive reimbursement for the use of <br /> their space from April 27, 2020 through December 30, 2020. The County agreed to fund <br /> the rent requested by the Fairgrounds. The County conditioned their offer on the City of <br /> Pleasanton continuing to be the conduit of the payments on behalf of the County. The <br /> first amendment to the County MOU reflected the above mentioned reimbursements. <br /> SVC asked the County to continue funding testing services from January 4, 2021 <br /> through March 31, 2021 including fairgrounds rent. The County agreed to do so with the <br /> same condition that the City continue being the conduit of the payments on behalf of the <br /> County. The proposed Third Amendment reflects the County's agreement to fund <br /> testing services at the fairgrounds from January 4, 2021 through March 31, 2021. <br /> Between April 27 and December 31, 2020 SVC tested 27,078 residents. <br /> DISCUSSION <br /> The primary terms of the City's second amendment to the MOU with the County include: <br /> • testing for first responders, health care workers, persons with recent suspected <br /> exposures to COVID-19, and other County residents, <br /> • the County reimbursing the City up to $450,000 for SVC's testing costs at the <br /> Fairgrounds within 30-days of receipt of the City's invoice, <br /> • the County reimbursing the City up to $195,750 for use of the Fairgrounds space <br /> for SVC to administer tests, and <br /> • requirements for the City to maintain records consistent with federal and state <br /> requirements. <br /> Since the City's initial and subsequent arrangements to provide COVID-19 testing at the <br /> Fairgrounds was through an MOU with the City of Dublin, the City of Livermore and <br /> Stanford — ValleyCare, that MOU needs to be amended a third time to reflect the City's <br /> second amendment to the MOU with the County to provide additional funding for the <br /> testing services.
