11 <br /> THE CITY OF <br /> a "` 2121 CITY COUNCIL AGENDA REPORT <br /> pLEASANTONc <br /> February 16, 2021 <br /> Finance <br /> TITLE: APPROVE THIRD AMENDMENT TO THE MEMORANDUM OF <br /> UNDERSTANDING (MOU) WITH THE CITY OF DUBLIN, THE CITY OF <br /> LIVERMORE AND STANFORD HEALTH CARE — VALLEYCARE FOR THE <br /> PROVISION OF COVID-19 TESTING SERVICES AT THE ALAMEDA <br /> COUNTY FAIRGROUNDS <br /> SUMMARY <br /> In April 2020, the cities of Pleasanton, Dublin and Livermore entered into an MOU with <br /> Stanford —ValleyCare (SCV) to provide COVID-19 testing (testing) at the Alameda <br /> Fairgrounds (Fairgrounds) that prioritized testing for Tri-Valley residents, first <br /> responders, medical professionals and disaster service workers. Each of the cities <br /> contributed $100,000 to reimburse SVC for the cost of supplies and equipment for the <br /> testing site. SVC has operated the Fairgrounds testing site since April 27, 2020. The <br /> City of Pleasanton is entered into an agreement with Alameda County to provide up to <br /> $1.2 million to SVC to continue to operate the Fairgrounds testing site through August <br /> 28, 2020 and a first amendment to that MOU to provide testing services through <br /> December 30, 2020 as well as reimburse the cities for their contributions and the <br /> Alameda County Fairgrounds (ACF) for the use of their property for the testing. The <br /> cities and SVC entered into two amendments to the MOU that reflected the terms of the <br /> City's original MOU and first amendment to that MOU with Alameda County for the <br /> Fairgrounds testing site. <br /> SVC needs additional financial support to continue to operate the Fairgrounds testing <br /> site from January 4, 2021 through March 31 , 2021. Alameda County agreed to provide <br /> up to $645,750 for SVC's operation of the Fairgrounds testing site from January 4, 2021 <br /> through March 31, 2021 as well as provide funding to reimburse ACF for the use of their <br /> property for the testing. The County proposed a second amendment to its MOU with the <br /> City to fund these expenses. The proposed third amendment to the MOU (Third <br /> Amendment) reflects the County's proposed second amendment to its MOU with the <br /> City. <br /> RECOMMENDATION <br /> Approve the third amendment to the MOU with the City of Dublin, City of Livermore, and <br /> SVC for COVID-19 testing services for the period of January 4, 2021 to March 31, 2021 <br /> to include the terms of the proposed second amendment to the City's MOU with <br />
