10 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> February 16, 2021 <br /> Finance <br /> TITLE: APPROVE SECOND AMENDMENT TO THE MEMORANDUM OF <br /> UNDERSTANDING (MOU) WITH THE ALAMEDA COUNTY HEALTH CARE <br /> SERVICES AGENCY FOR THE PROVISION OF COVID-19 TESTING <br /> SERVICES AT THE ALAMEDA COUNTY FAIRGROUNDS <br /> SUMMARY <br /> In April 2020, the cities of Pleasanton, Dublin and Livermore entered into an MOU with <br /> Stanford —ValleyCare (SVC) to provide COVID-19 testing (testing) at the Alameda <br /> Fairgrounds (Fairgrounds) that prioritized testing for Tri-Valley residents, first <br /> responders, medical professionals and disaster service workers. Each of the cities <br /> contributed $100,000 to help fund SVC's supplies and equipment for the testing site. <br /> The County provided approximately $2.9 million for SVC to help fund testing services <br /> through December 30, 2020. SVC has operated the Fairgrounds testing site since April <br /> 27, 2020. SVC needs additional financial support to continue to operate the Fairgrounds <br /> testing site through March 31, 2021. Alameda County agreed to provide up to an <br /> additional $645,750 for SVC's operation of the Fairgrounds testing site through March <br /> 31, 2021 and to reimburse the Alameda County Fairgrounds (Fairgrounds) for the use <br /> of their property for the testing. The County continues to condition their offer on the City <br /> of Pleasanton continuing to be the conduit of the payments on behalf of the County. The <br /> proposed second amendment to the MOU with Alameda County Health Care Services <br /> Agency (Second Amendment) outlines the terms for those conduit payments. <br /> RECOMMENDATION <br /> Approve the Second Amendment for COVID-19 testing services provided from January <br /> 4, 2021 through March 31 , 2021 in an amount not to exceed $645,750 and authorize <br /> the City Manager to finalize and sign the Second Amendment. <br /> FINANCIAL STATEMENT <br /> Under the proposed Second Amendment, the City will provide the following conduit <br /> payments: (1) up to $450,000 to SVC for Fairground testing services from January 4, <br /> 2021 through March 31, 2021, and (2) up to $195,750 to the Fairgrounds for SVC's use <br /> of space to administer tests. In turn, the City will then invoice the County for the amount <br /> SCV and the Fairgrounds invoiced the City related to Fairgrounds testing services. The <br /> City has no other financial obligation under the proposed First Amendment. <br />
