BACKGROUND <br /> The 2014 Parks and Recreation Master Plan identified the need to resurface the <br /> basketball courts in 12 City parks. The City of Pleasanton's Parks Division staff then <br /> analyzed all basketball courts within these parks to prioritize the resurfacing. The courts <br /> at Orloff and Kottinger Village Parks were identified as being among the courts most in <br /> need of repair. The City has resurfaced other courts in need of repair/replacement over <br /> the last three years. The courts at Orloff Park had significant issues with the court lines, <br /> acrylic surfacing and asphalt and the court at Kottinger Village Park had significant <br /> uplifting and drainage issues. <br /> The Orloff Park courts were resurfaced using a slip sheet overlay system, which was <br /> determined to provide the best balance between cost and longevity in the City's 2017 <br /> analysis of resurfacing options. The slip sheet system has a minimal impact as it utilizes <br /> the existing asphalt as a base with a layered sheet system to provide a stable surface <br /> that has enough flexibility to bridge the cracks in the existing asphalt. The expected <br /> longevity of the slip sheet system is 20 to 25 years. The courts also received a new <br /> concrete band along the perimeter, an ADA accessible path to the courts, two new <br /> benches, basketball standards, and acrylic surfacing and striping. <br /> The Kottinger Village Park court pavement was removed, and the court was then re- <br /> graded. A concrete band was added at the perimeter of the court with a trench drain to <br /> catch water draining onto the court from the hillside to the south of the court, a tree was <br /> removed and replaced, the bench, trash receptable, and basketball standards were <br /> replaced, and the court received new asphalt and acrylic surfacing and striping. <br /> The City prepared bid documents in May/June 2020 and advertised for construction bid <br /> in July 2020. On September 1, 2020, Pleasanton's City Council awarded the contract to <br /> Silicon Valley Paving, Inc., in the amount of$281,172. Council authorized the Director <br /> of Engineering to approve change orders up to the project contingency amount of <br /> $28,000. <br /> DISCUSSION <br /> Construction began on September 21, 2020 and was completed on January 25, 2021. <br /> One change order was issued on the project for additional work requested by the City <br /> during construction. The change order for $9,068 was for additional asphalt removal <br /> and concrete replacement at Kottinger Village Park and additional sod installation <br /> required at both parks. During construction, it was discovered that the asphalt pavement <br /> section at Kottinger Village Park was more significant than the record drawings <br /> indicated, so the contractor removed an additional quantity of asphalt. The City also <br /> requested that the contractor replace a section of concrete at Kottinger Village Park that <br /> was damaged prior to construction. Finally, there was more turf requiring replacement <br /> than originally thought necessary. The City requested sod instead of seed as it would <br /> allow the turf to establish more quickly. The change order work increased the total <br /> construction contract amount to $290,240. <br /> Page 2 of 3 <br />
