5 <br /> THE CITY OF <br /> ": <br /> 21:9 ; CITY COUNCIL AGENDA REPORT <br /> pLEASANTON, <br /> February 16, 2021 <br /> Community Development <br /> TITLE: ADOPT A RESOLUTION TO APPROVE ALTAMONT SETTLEMENT <br /> AGREEMENT EDUCATION ADVISORY BOARD EXPENDITURE PLAN <br /> FOR FISCAL YEAR 2021/2022 <br /> SUMMARY <br /> The Altamont Settlement Agreement Education Advisory Board (EAB) annually <br /> prepares an Expenditure Plan for consideration by the authorizing entities. Staff is <br /> submitting the proposed Expenditure Plan for fiscal year 2021/2022 for consideration <br /> and approval by the City Council. In accordance with the Altamont Settlement <br /> Agreement, concurrence by the Northern California Recycling Association (NCRA), the <br /> Cities of Pleasanton and Livermore, and the Alameda County Board of Supervisors is <br /> necessary to fund any proposed allocation from the Education Account. The <br /> Expenditure Plan outlines the Board's proposed funding allocations for recycling and <br /> education program grants. The EAB is requesting the City of Pleasanton City Council <br /> approve the plan for the upcoming fiscal year. <br /> RECOMMENDATION <br /> Adopt a resolution authorizing the Altamont Settlement Agreement Education Advisory <br /> Board's Expenditure Plan for fiscal year 2021/2022. The Expenditure Plan outlines the <br /> Board's proposed funding allocations for the entire fiscal year. The Board will award <br /> funds to qualified applicants for implementing recycling and environmental awareness <br /> programs based on a competitive grant process. <br /> FINANCIAL STATEMENT <br /> There is no impact to Pleasanton's General Fund. The funding source for the EAB grant <br /> recipients will be the Altamont Settlement Agreement Education Account. Alameda <br /> County will release the funds following concurrence from NCRA, the Cities of <br /> Pleasanton and Livermore, and the Alameda County Board of Supervisors. The <br /> 2021/2022 Expenditure Plan proposes allocating $600,000 for EAB <br /> grants/administration. <br />
