BACKGROUND <br /> In July 2008, the City Council established the Committee on Energy and the <br /> Environment to advise it on energy and environmental issues, strategies, program <br /> development, and opportunities for energy and water conservation. <br /> The duties of the Committee include supporting the City's General Plan, Climate Action <br /> Plan, and Council priorities as they relate to energy and the environment. This includes <br /> developing measureable strategies for programs and plans, assisting with outreach <br /> events, and providing input on proposed programs and ordinance related to prudent use <br /> of natural resources. <br /> DISCUSSION <br /> Since the Committee's inception in 2008, the City Council has extended its term three <br /> times for a total of 12 years. Based on the level of support and involvement the City has <br /> received from the Committee, staff finds value in making the Committee permanent. <br /> To date, the Committee has focused on development of the Climate Action Plan, <br /> ordinances regarding single use plastic bags and foam containers, rezoning to allow for <br /> vertical access wind turbines, commercial and residential energy programs, energy and <br /> water conservation efforts, public outreach and education, natural resource <br /> management and fleet replacement programs.
