Mayor Brown referenced the City's rules and operation book which was written and 1995 and cited <br /> numerous areas where it needs updates. She directed staff make revisions and have City Attorney <br /> Sodergren opine on changes. There was a unanimous Council agreement. City Attorney Sodergren <br /> pledged to work with City Manager Fialho's office because there are both legal and policy/procedural <br /> issues involved. <br /> Councilmember Arkin requested to bring up the City's mask mandate and its enforcement stating it <br /> would help the Pleasanton Unified School District if there was more widespread mask usage in the <br /> community. City Manager Fialho confirmed Councilmembers Arkin and Balch likely did not receive his <br /> office's memo on mask-wearing enforcement and related matters as recently requested by Council. <br /> Mayor Brown requested he resend it to the Council. <br /> Councilmember Arkin requested bringing the voluntary campaign spending limit to Council. Mayor <br /> Brown and Councilmember Testa agreed. <br /> COUNCIL REPORTS <br /> Councilmember Narum reported Valley Link Rail has recently achieved three significant milestones — <br /> the release of a 2,000-page draft of its environmental impact report; the San Joaquin Valley Regional <br /> Rail Authority was chosen to operate the Valley Link trains; and the Valley Link has an option for 200 <br /> acres of land in Tracy. <br /> Mayor Brown stated she had been invited to a virtual tour of the Lawrence Livermore National <br /> Laboratory and invited all to join her. <br /> Mayor Brown conducted a moment of silence in memory of Councilmember Balch's grandmother, <br /> Margaret Balch. <br /> ADJOURNMENT <br /> There being no further business, Councilmember Narum adjourned the meeting at 12:00 a.m. with a <br /> tribute to men and women serving in the military, honoring the memories of those who have died in past <br /> wars in defense of our country including current conflicts in Iraq, Afghanistan, and Syria. <br /> Respectfully bmitted, <br /> - e •iaz `' <br /> City C -rk <br /> City Council Minutes Page 17 of 17 December 15, 2020 <br />
