Councilmember Arkin moved for a fee of 6.4% (doubling Option 5), equating to about $137,000. Mayor <br /> Brown seconded the motion. <br /> Councilmember Testa stated her disagreement with including the manager's unit as an affordable unit <br /> because it is not available to the public and already exists. She stated they are doing a disservice to <br /> affordable housing by proposing anything less than 10%. <br /> MOTION: It was m/s by Arkin/Brown to adopt and waive full reading of Resolution No. 20-1194 to <br /> reduce the Affordable Housing Fees for Public Storage to $137,000 into the Lower Income Housing <br /> Fund. Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Testa, Mayor Brown <br /> Noes: Councilmember Narum <br /> Abstained: Councilmember Balch <br /> Absent: None <br /> City Attorney Sodergren stated after 11:00 p.m. the City Council determines by a vote which items it <br /> intends to take up with the intention of completion by 11:30 p.m. He further explained that at 11:30 p.m. <br /> the Council again determines by a vote whether it will complete action on the current Agenda item or <br /> any others. <br /> MOTION: It was m/s by Balch/Testa to hear Item No. 13. Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> 13. Ratify calendar year 2021 City Council assignments to various boards and commission and <br /> Councilmember selection <br /> City Manager Fialho stated the new Council requires the appointment of a new Councilmember, <br /> proposed by the Mayor for Council ratification. He added the Mayor selects local and regional <br /> committee assignments for presentation and ratification by the City Council. <br /> Councilmember Narum stated she has a time conflict with the Altamont Landfill Open Space Committee <br /> and requested removal. <br /> Councilmember Balch expressed his concern about attending in-person meetings for both StopWaste <br /> and the LAVWMA following the pandemic, due to their geographical distance. He volunteered to fill the <br /> Altamont Landfill Open Space Committee seat. Councilmember Narum stated her conflict precludes her <br /> from attending LAVWMA meetings. City Manager Fialho stated, because LAVWMA is a joint-powers <br /> authority, the City would need to have a second member so the City should have an alternate in the <br /> event either Councilmembers Arkin or Testa are forced to miss a meeting. Councilmember Balch <br /> agreed to remain as the City's alternate at least while StopWaste meetings are held virtually. <br /> MOTION: It was m/s by Narum/Balch to approve Mayor Brown's committee assignments and the <br /> selection of Julie Testa as Vice Mayor for 2021.
