Mayor Brown noted her appreciation for this clarification stating the City has received <br /> comments about three years being unreasonably slow for a project like this placing blame almost solely <br /> upon the City for delays. <br /> In response to Mayor Brown's inquiry, Mr. Miranda discussed dynamic pricing of the new space based <br /> upon the level and whether it is heated and air-conditioned. He confirmed the rental rate could be plus <br /> or minus $25 per square foot but the actual rate could vary by unit, season, discount coupons, and <br /> other factors including the pandemic which led to a nationwide fall in rates. <br /> Brad Hirst expressed his support for the project and chastised the Council for creating a "black cloud" <br /> over encouraging investment in the community if a smaller project like this one is having so much <br /> difficulty gaining approval and calling it civic extortion. <br /> Mythreya expressed his thoughts as a neighboring resident of the facility, stating there is no buffering <br /> and a lot of visible light from the site. He stated concerns for wildlife south of Nevada St. from extra <br /> traffic and bemoaned negative impacts from the three-story building changing the skyline as seen from <br /> the houses. <br /> Devang Adhyaru expressed his opposition to the proposal as a facility neighboring resident. He cited an <br /> increase in noise and vehicular traffic, a decrease in privacy, the three-story structure blocking the <br /> mountain view from his house, and construction noise. <br /> In response to Mayor Brown's inquiry, Associate Planner Campbell noted conditions of the Planning <br /> Commission's approval included construction work hours being permissible only from 8 a.m. until 5 <br /> p.m., Monday through Friday, and never on holidays and weekends. She stated this is more strict than <br /> the normal requirements and was added due to its proximity to housing. She added there are also <br /> conditions restricting construction parking, noise, and other similar things. Director of Community <br /> Development Clark added the conditions of approval are strict in regards to construction to minimize <br /> the impact on the neighboring houses. <br /> Mayor Brown urged Mr. Adhyaru to contact the City or her directly if there is a problem with the <br /> construction, despite the impact-minimizing conditions. <br /> In response to Councilmember Testa's inquiries, Director of Community Development Clark confirmed <br /> the three-story building is set back sufficiently to prevent significant shadowing on the homes and there <br /> is a condition requiring the submittal of a lighting plan which requires it to be down-directed to prevent <br /> spillage into adjacent properties. She also echoed Associate Planner Campbell's statement the <br /> windows will be opaque glass to prevent external light emissions at night. <br /> Pavan Gaddam expressed concerns as a neighboring resident about losing his view of the mountains, <br /> loss of privacy, increased traffic, decreased home value, wildlife, flashing lights from the solar panels, <br /> and a negative impact on neighborhood children playing. <br /> Mayor Brown clarified solar panels will be obscured by the parapet and stated Mr. Gaddam's other <br /> concerns are being taken into consideration. <br /> Steve Van Dorn, President and CEO of the Pleasanton Chamber of Commerce, expressed his support <br /> for the Planning Commission's decision and reducing the Affordable Housing Fee. He conveyed the <br /> Chamber's concerns over the lengthy approval process, the integrity of the process, and <br /> Councilmember Testa's requested alterations to the project causing challenges not discussed in an <br /> open forum and undermining the Planning Commission.
