be collected all water bills and charges and all connection <br />and other fees herein provided for, and the Directors of <br />both said Departments, respectively, are charged with the <br />enforcement of the provisions of this Ordinance and the <br />Director of the Finance Department shall keep or cause to <br />be kept an accurate accounting and records showing the <br />source, amount and disposition of all funds received from <br />the Water System hereunder. <br /> <br /> 4.
