3 <br /> THE CITY OF <br /> -tette - :pLEASANTON.„ CITY COUNCIL AGENDA REPORT <br /> February 2, 2021 <br /> City Manager <br /> TITLE: REVIEW INFORMATION REGARDING THE CALIFORNIA STATE <br /> GOVERNOR'S BUDGET MEASURE TO ADD A HOUSING <br /> ACCOUNTABILITY UNIT TO THE DEPARTMENT OF HOUSING AND <br /> COMMUNITY DEVELOPMENT (HCD) AND AUTHORIZE THE MAYOR TO <br /> SEND A LETTER OF RESPONSE TO THIS MEASURE <br /> SUMMARY <br /> The State of California Governor Gavin Newsom submitted his $227.2 billion budget to <br /> the California legislature on January 8, 2021. A line item in the Governor's budget <br /> includes resources to create a Housing Accountability Unit at the Department of <br /> Housing and Community Development (HCD) to further facilitate affordable housing <br /> production through monitoring, technical assistance, and enforcement of existing <br /> housing production laws such as the Density Bonus Law and Housing Accountability <br /> Act. <br /> A quote by the Governor which was included in the budget narrative stated his intention <br /> for creating this unit. ..."this is to monitor city council meetings. This is to monitor board <br /> of supervisors meetings, planning commission meetings. We're not going to wait for an <br /> article to be written to be proactive in terms of holding local government accountable to <br /> increasing housing production." <br /> RECOMMENDATION <br /> It is recommended that the City Council review information regarding the California <br /> State Governor's budget measure to add a Housing Accountability Unit to the <br /> Department of Housing and Community Development (HCD) and authorize the Mayor <br /> to send a letter of response to this measure. <br /> FINANCIAL STATEMENT <br /> There is no fiscal impact. <br />
