Option C. Offer a Brilliant 100 product that is closed to new accounts and is subsidized <br /> for existing accounts so that it maintains 100 percent carbon-free power at price parity <br /> with PG&E. In addition to the current Brilliant 100 accounts having access to this option, <br /> the cities of Pleasanton, Newark, and Tracy can choose to offer this product as a <br /> voluntary opt-up option, or as a default service for its residents, businesses, and/or <br /> municipal accounts. <br /> The EBCE Board selected Option C for 2021. This option will cost EBCE between $1.5 <br /> million and $4 million, depending on changes to the PCIA, and Pleasanton, Newark, <br /> and Tracy's decisions on making this a default product or a voluntary opt-up option for <br /> their communities. Option C will likely be discontinued for all accounts in January 2022. <br /> At this time, all accounts subscribed in Option C will likely need to opt-down to Bright <br /> Choice, opt-up to Renewable 100 or opt-out of EBCE and return to PG&E. <br /> DISCUSSION <br /> In September 2019, the Pleasanton City Council unanimously voted to join EBCE. A <br /> main consideration for the City Council in making the initial decision to join the EBCE <br /> was to be able to provide a "greener" energy product to Pleasanton residents and <br /> businesses at rates lower or on par with PG&E rates. Pleasanton began serving on <br /> EBCE's Board of Directors in April 2020 and Pleasanton residents and businesses will <br /> begin receiving EBCE electricity in April 2021. EBCE offers residents and businesses <br /> choices about their electricity. Individual residents and businesses can: <br /> • Opt-up their account service to a more expensive level which has higher <br /> amounts of carbon free and/or renewable energy <br /> • Opt-down their account service to a more affordable level if they are on a higher <br /> service level <br /> • Opt-out their account service and return to PG&E electricity <br /> The residential, commercial, or industrial customer has the final choice no matter what <br /> service level the City Council selects as the baseline service level. It is also important to <br /> note that City Council also retains choice and may amend the selected baseline service <br /> level for customers in the future. <br /> EBCE has set a deadline of January 19, 2021 for the City of Pleasanton to choose an <br /> EBCE service level for municipal, residential and commercial customer accounts. After <br /> the service level is selected by the City Council, beginning in winter 2021, all <br /> Pleasanton customers will be able to modify the selected service level by opting-up, <br /> opting-down, or opting-out and back to PG&E. If the City of Pleasanton does not make a <br /> decision on January 19, 2021, EBCE will enroll all Pleasanton accounts into Bright <br /> Choice. <br /> Pleasanton's choice of an electricity product could affect community wide greenhouse <br /> gas (GHG) emissions as well as the rates paid by Pleasanton customers.
