16
THE CITY OF
-77
t=om A pLE ASANTON. CITY COUNCIL AGENDA REPORT
January 19, 2021
City Manager
TITLE: ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO
PURCHASE RENEWABLE 100 AS THE DEFAULT ELECTRICITY
PRODUCT FOR PLEASANTON'S MUNICIPAL ACCOUNTS; AND
DESIGNATING BRILLIANT 100 AS THE DEFAULT ELECTRICITY
PRODUCT FOR PLEASANTON'S RESIDENTIAL, COMMERCIAL AND
INDUSTRIAL ACCOUNTS
SUMMARY
In September 2019, the Pleasanton City Council unanimously voted to join East Bay
Community Energy (EBCE) which procures electricity and works with Pacific Gas and
Electric (PG&E) who delivers the power, maintains the grid, and bills customer
accounts. In April 2021 all Pleasanton residents, business owners, and municipal
electricity customer accounts will automatically begin receiving EBCE electricity.
Customers will retain the choice to opt-up or opt-down to different EBCE service levels
or may choose to continue to purchase power directly from PG&E by opting out of
EBCE.
The action before the Council is to identify the preferred default EBCE electricity
products for municipal, residential, and commercial/industrial accounts.
RECOMMENDATION
That the City Council adopt a Resolution authorizing the City Manager to purchase
Renewable 100 as the default electricity product for Pleasanton's municipal accounts;
designate Brilliant 100 as the default electricity product for Pleasanton's residential,
commercial and industrial accounts.
FINANCIAL STATEMENT
If the City Council adopts Renewable 100 as the default electricity product for
Pleasanton's municipal accounts, the estimated increase in annual cost is $90,000 or
four percent. If City Council adopts this option, the City's FY 2020/21 budget will be
amended at mid-year to reflect the increased cost.
As it relates to residential, commercial and industrial customers:
If the City Council adopts Option 1 , the cost would be neutral, as the rates are on par
with PG&E's current rates.
If the City Council adopts Option 2, there would be an estimated one percent cost
saving to Pleasanton municipal, residential, and commercial customer accounts.
