The Alameda County Board of Supervisors delegated authority to the Alameda County <br /> Health Care Services Agency(HCSA)to negotiate and execute the MOU with the City, <br /> to act on behalf of the three Tri-valley cities to incur the approved Stanford Health Care <br /> -Valley Care testing costs and submit required documentation to HCSA for <br /> reimbursement. On August 18,2020,the Pleasanton City Council approved the draft <br /> MOU with the County. <br /> SVC continued to provide testing services at the Fairgrounds beyond August 28,2020 <br /> and requested that the County help fund those services.The County agreed to do so <br /> through December 30,2020 which is the date by which the County needs to fully <br /> expend their federal CARES Act allocation.The City requested that FEMA reimburse its <br /> $100,000 allocation to the Fairgrounds testing and was advised to have the County <br /> submit the City's request along with the County's FEMA reimbursement requests.The <br /> County agreed to that and offered to do so for the cities of Dublin and Livermore as well. <br /> City staff reached out to staff from Dublin and Livermore asking whether they wanted to <br /> be included the County's reimbursement. Dublin responded affirmatively and Livermore <br /> did not respond. Finally,the Fairgrounds also requested that they receive <br /> reimbursement for the use of their space from April 28,2020 through December 30, <br /> 2020.The County agreed to fund the rent requested by the Fairgrounds.The County <br /> conditioned their offer on the City of Pleasanton continuing to be the conduit of the <br /> payments on behalf of the County. <br /> DISCUSSION <br /> The primary terms of the City's first amendment to the MOU with the County include: <br /> • testing for first responders, health care workers, persons with recent suspected <br /> exposures to COVID-19,and other County residents, <br /> • the County reimbursing the City up to$1,674,900 for SVC's testing costs at the <br /> Fairgrounds within 30-days of receipt of the City's invoice, <br /> • the County reimbursing the City a total of$200,000 for the cities of Dublin and <br /> Pleasanton contributions to SVC's testing services, <br /> • the County reimbursing the City$374,100 for use of Fairgrounds space for SVC <br /> to administer tests,and <br /> • requirements for the City to maintain records consistent with federal and state <br /> requirements. <br /> Since the City's initial and subsequent arrangements to provide COVID-19 testing at the <br /> Fairgrounds was through an MOU with the City of Dublin,the City of Livermore and <br /> Stanford—ValleyCare,that MOU needs to be amended a second time to reflect the <br /> City's first amendment to the MOU with the County to provide additional funding for the <br /> testing services.The proposed Second Amendment accomplishes that objective. <br /> Submi ed by: Approved y: <br /> Tina Olson Nelson Fialho <br /> Director of Finance City Manager <br /> Page 3 of 4 <br />
