testing services.The County agreed to that and offered to do so for the cities of Dublin <br /> and Livermore as well. City staff reached out to staff from Dublin and Livermore asking <br /> whether they wanted to be included the County's reimbursement. Dublin responded <br /> affirmatively and Livermore did not respond. Finally,the Fairgrounds also requested that <br /> they receive reimbursement for the use of their space from April 28,2020 through <br /> December 30,2020.The County agreed to fund the rent requested by the Fairgrounds. <br /> The County conditioned their offer to cover all of these additional testing costs on the <br /> City of Pleasanton continuing to be the conduit of the payments on behalf of the County. <br /> Between April 27 and December 11,2020 SVC tested 24,537residents with an average <br /> 5.7 percent rate of positive results on finalized tests. <br /> DISCUSSION <br /> The Alameda County Board of Supervisors delegated authority to the Alameda County <br /> Health Care Services Agency(HCSA)to negotiate and execute the first amendment to <br /> the MOU with the City,who is acting on behalf of the three Tri-valley cities to incur the <br /> approved SVC testing costs, Fairgrounds rent, and the City and Dublin's$100,000 <br /> contributions,and submit required documentation to HCSA for reimbursement. <br /> The primary terms of the proposed First Amendment include: <br /> • testing for first responders, health care workers, persons with recent suspected <br /> exposures to COVID-19,and other County residents, <br /> • the County reimbursing the City up to$1,674,900 for SVC's testing costs at the <br /> Fairgrounds within 30-days of receipt of the City's invoice, <br /> • the County reimbursing the City a total of$200,000 for the cities of Dublin and <br /> Pleasanton contributions to SVC's testing services, <br /> • the County reimbursing the City$374,100 for use of the Fairgrounds space for <br /> SVC to administer tests,and <br /> • requirements for the City to maintain records consistent with federal and state <br /> requirements. <br /> Submitted by: Approve by: <br /> /(0/- <br /> Tina Olson Nelson Fialho <br /> Director of Finance City Manager <br /> Attachments: <br /> 1.
