THE CITY OF 10 <br /> - � - T - - _11171 CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> January 19, 2021 <br /> Finance <br /> TITLE: APPROVE FIRST AMENDMENT TO THE MEMORANDUM OF <br /> UNDERSTANDING (MOU) WITH ALAMEDA COUNTY HEALTH CARE <br /> SERVICES AGENCY FOR THE PROVISION OF COVID-19 TESTING <br /> SERVICES AT THE ALAMEDA FAIRGROUNDS <br /> SUMMARY <br /> In April 2020, the cities of Pleasanton, Dublin and Livermore entered into an MOU with <br /> Stanford — ValleyCare (SVC) to provide COVID-19 testing (testing) at the Alameda <br /> Fairgrounds (Fairgrounds) that prioritized testing for Tri-Valley residents, first <br /> responders, medical professionals and disaster service workers. Each of the cities <br /> contributed $100,000 to help fund SVC's supplies and equipment for the testing site. <br /> The County provided approximately $1 .2 million for SVC to help fund testing services <br /> through August 2020. SVC has operated the Fairgrounds testing site since April 28, <br /> 2020. SVC needs additional financial support to continue to operate the Fairgrounds <br /> testing site through December 30, 2020. Alameda County agreed to provide an <br /> additional $1 ,674,900 for SVC's operation of the Fairgrounds testing site through <br /> December 30, 2020 as well as provide funding to reimburse the cities for their <br /> contributions and to reimburse the Alameda County Fairgrounds (Fairgrounds) for the <br /> use of their property for the testing. The County conditioned their offer on the City of <br /> Pleasanton continuing to be the conduit of the payments on behalf of the County. The <br /> proposed first amendment to the MOU with Alameda County Health Care Services <br /> Agency (First Amendment) outlines the terms for those conduit payments. <br /> RECOMMENDATION <br /> Approve the First Amendment for COVID-19 testing services provided through <br /> December 30, 2020 in an amount not to exceed $2,249,000 and authorize the City <br /> Manager to finalize and sign the First Amendment. <br /> FINANCIAL STATEMENT <br /> Under the proposed First Amendment, the City will provide the following conduit <br /> payments: (1 ) up to $1 ,674,900 to SVC for Fairground testing services from August 31 , <br /> 2020 through December 30, 2020, (2) $374, 100 to the Fairgrounds for SVC's use of <br /> space to administer tests, and (3) $100,000 to Dublini for their contribution to SVC's <br /> testing services. In turn, the City will then invoice the County for the amount SCV, the <br /> � The City of Livermore did not request to be included in the County's reimbursement for their $100,000 <br /> contribution to SCV's testing services. <br />
