the City, should the scope of work or nature of the project demand it, from conducting a <br /> separate solicitation for proposals from firms other than those on the on-call list. <br /> In recent years, CDD has initiated work on one to two Environmental Impact Reports, <br /> whose total costs are typically in the range of$150,000 to $300,000; and two to three <br /> Initial Study Checklists/Negative Declarations or Mitigated Negative Declarations, <br /> which have typical costs in the $25,000 to $100,000 range. Staff recommends <br /> authorizing the Director of Community Development to approve task authorizations for <br /> applicant-funded CEQA services up to $100,000, with City Manager approval required <br /> for similar task authorizations up to $250,000, in order to facilitate more timely initiation <br /> of CEQA review for development projects. City-funded CEQA services are <br /> recommended to have lower threshold amount for Director and City Manager approval, <br /> at $25,000 and $100,000 respectively. Any authorizations above the levels specified for <br /> the City Manager's approval, would require City Council approval. <br /> The term of the professional service agreements will be three years (FY 2020/21 <br /> through FY 2023/24) with up to two additional one-year extensions if performance of the <br /> firms is satisfactory.
