In recent years, CDD has initiated work on one to two Environmental Impact Reports, whose total costs are typically in the range of$150,000 to $300,000; and two to three Initial Study Checklists/Negative Declarations or Mitigated Negative Declarations, which have typical costs in the $25,000 to $100,000 range. Staff recommends authorizing the Director of Community Development to approve task authorizations for applicant-funded CEQA services up to $100,000, with City Manager approval required for similar task authorizations up to $250,000, in order to facilitate more timely initiation of CEQA review for development projects. City-funded CEQA services are recommended to have lower threshold amount for Director and City Manager approval, at $25,000 and $100,000 respectively. Any authorizations above the levels specified for the City Manager's approval, would require City Council approval. The term of the professional service agreements will be three years (FY 2020/21 through FY 2023/24) with up to two additional one-year extensions if performance of the firms is satisfactory.
