Authorize the City Manager to execute the attached contracts. 3. Authorize the Director of Community Development to approve task authorizations up to$100,000 for CEQA services funded entirely by a project applicant,and up to $25,000 for CEQA services to be funded by the City. 4. Authorize the City Manager to approve task authorizations up to$250,000 for CEQA services funded entirely by a project applicant,and up to$100,000 for services funded by the City. FINANCIAL STATEMENT For CEQA services associated with private development projects,work under these on- call agreements will be assigned on an as-needed basis and fully funded by the applicant through reimbursement agreements.City-sponsored projects would be funded through specific Capital Improvement Project(CIP)funds,depending on the work to be performed.There is no new financial impact related to the on-call agreements,as budget for specific work will be assigned as available through CIPS and reimbursement agreements. BACKGROUND The City of Pleasanton currently requests,reviews,and establishes a professional service agreement separately for each project that requires consultant services for CEQA review.Each of these require separate Requests for Proposals to be issued,and in many cases,depending on single and aggregate contract amounts,City Council approval,resulting in a time-consuming process for development review projects. In an effort to establish consistent availability of qualified consultants,and expedite the process of securing professional services for CEQA review for individual projects,in September 2020,CDD staff posted a Request for Qualifications and directly solicited submittal of RFQs from fourteen environmental consulting firms for on-call services.The intent was to secure a total of three consulting firms to be the City's on-call CEQA consultants on an as-needed basis.Selection criteria included,but was not limited to: Page 2 of 4
