Authorize the City Manager to approve task authorizations up to$250,000 for CEQA <br /> services funded entirely by a project applicant,and up to$100,000 for services <br /> funded by the City. <br /> FINANCIAL STATEMENT <br /> For CEQA services associated with private development projects,work under these on- <br /> call agreements will be assigned on an as-needed basis and fully funded by the <br /> applicant through reimbursement agreements.City-sponsored projects would be funded <br /> through specific Capital Improvement Project(CIP)funds,depending on the work to be <br /> performed.There is no new financial impact related to the on-call agreements,as <br /> budget for specific work will be assigned as available through CIPS and reimbursement <br /> agreements. <br /> BACKGROUND <br /> The City of Pleasanton currently requests,reviews,and establishes a professional <br /> service agreement separately for each project that requires consultant services for <br /> CEQA review.Each of these require separate Requests for Proposals to be issued,and <br /> in many cases,depending on single and aggregate contract amounts,City Council <br /> approval,resulting in a time-consuming process for development review projects. <br /> In an effort to establish consistent availability of qualified consultants,and expedite the <br /> process of securing professional services for CEQA review for individual projects,in <br /> September 2020,CDD staff posted a Request for Qualifications and directly solicited <br /> submittal of RFQs from fourteen environmental consulting firms for on-call services.The <br /> intent was to secure a total of three consulting firms to be the City's on-call CEQA <br /> consultants on an as-needed basis.Selection criteria included,but was not limited to: <br /> Page 2 of 4 <br />
