Mr. Gardener stated the Committee is currently looking more towards <br />local tree -planting methods. <br />In response to Councilmember Brown's inquiry, Community Development Director Clark confirmed <br />CAP 2.0 would give developers a suite of policies in determining whether projects can move forward. <br />In response to Councilmember Brown's inquiry, Community Development Director Clark stated they <br />could consider CAP 2.0 compliance be specifically included in staff reports. <br />In response to Councilmember Narum's inquiry, Ms. Martin elaborated how cost savings can refer to <br />both saving citizens money on their energy bills and being an action selection criterion for the <br />Committee in implementing a measure. Mr. Gardener added the associated benefits, including <br />customer savings, -would be included in the cost analysis of any new measures, linking the two <br />elements. Associate Planner Campbell added more to this effect will occur in the next stage of the CAP <br />2.0's development. <br />In response to Councilmember Narum's inquiry, Ms. Martin clarified GHG emissions could be reduced <br />by either transitioning drivers into a more efficient vehicle or moving from a single -occupancy vehicle to <br />public transit should Pleasanton choose to enhance those services. <br />In response to Councilmember Narum's inquiry, Ms. Martin acknowledged while some goals are <br />measurable such as emissions and cost, some goals are qualitative, like public health. She stated <br />definitions would be assigned for these categories, as would a potential action improve, be neutral, or <br />hurt public health. This would be considered when assessing a potential action and assigning a priority <br />score. <br />In response to Councilmember Pentin's inquiries, Mr. Gardener clarified they do not expect hard data <br />from COVID-19 soon, but they can anticipate certain behaviors moving forward, such as a long-term <br />shift towards remote work reducing Vehicle Miles Traveled (VMT). He stated they tend to be cautious <br />on quantifying those changes until certainty emerges and data becomes available. Associate Planner <br />Campbell explained any changes in VMT data will be monitored and rolled in as the program continues <br />over time. <br />Mayor Thorne opened public comment. <br />Becky Dennis expressed her concerns over the plan focusing primarily on emissions reduction and not <br />focusing more heavily on carbon sequestration goals taking advantage of Pleasanton's ranchland and <br />the rising retail costs of carbon. <br />Mayor Thorne closed the public hearing. <br />Councilmember Pentin praised the groundwork thus far on CAP 2.0. He expressed hopes of CAP 2.0 <br />neither becoming too unrealistic in its goals nor becoming onerous like CEQA. City Manager Fialho <br />clarified the need for feedback and not a motion. <br />Councilmember Testa stated she is impressed by the work done thus far and endorses the concept of <br />carbon sequestration. <br />Councilmember Brown stated she is excited by this project and is pleased Dublin and Livermore are <br />doing the same work. She is looking forward to implementation, expressing concerns over items like <br />leaf blowers and lawnmowers which have no catalytic converters or exhaust filtration and produce <br />substantial GHG emissions.
