Councilmember Brown seconded the motion but requested an amendment requiring the skatepark to
include beginner, intermediate and advanced areas along with expanded parking and lighting until
11:00 p.m. Councilmember Testa supported the amendment.
In response to Councilmember Brown's inquiry, Assistant Director of Library and Recreation Crose
confirmed there has been discussion about a seating area for people to watch the skaters, mentioning
the existing picnic tables in the area as a starting point.
City Manager Fialho expressed his opinion of tangental discussions such as lighting until 11:00 p.m.
should be more of a Master Plan discussion to vet through the Parks and Recreation Committee and
the neighborhood residents. Councilmember Brown agreed.
Councilmember Pentin clarified he is advocating for the new skatepark but is concerned with all the City
has on its plate during the pandemic. He expressed his thought of working through the Repair and
Replacement Fund to update and expand the existing park quicker. He stated Staples Ranch is a great
opportunity for a skateboard park. He suggested considering the Parks and Recreation Master Plan to
prioritize the flow trail in Augustin Bernal Community Park for being a safety plan and not simply a park
amenity. He added the cost of the flow trail is just $160,000 instead of $3-4 million for an updated
skatepark.
Councilmember Pentin stated he wants an updated skatepark attractive enough for others to come to
Pleasanton to use but to have it done at a time and priority more fitting alongside the City's other
projects and plans.
Vice Mayor Narum thanked Andrew Lambert for his advocacy and for picking up what his father left off.
She stated she supported the 2014 Parks and Recreation Master Plan's skatepark inclusion and she
continues to support it. She added she does have economic concerns due to the pandemic and
questions if it would be better to wait until FY 2021/22 with so many other capital projects already in the
queue.
Vice Mayor Narum reiterated her ultimate support of the idea of a larger park noting not every child
wants to run around in a soccer or baseball uniform. Thus, despite a little reservation, she expressed
her support for the staff recommendation.
MOTION: It was m/s by Testa/Brown to approve the staff recommendation to begin the design process
for a new skatepark at Ken Mercer Sports Park. Motion passed by the following vote:
Ayes: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum
Noes: None
Absent: Mayor Thorne
16. Continued to the December 15 meeting — PUBLIC HEARING: Review the Planning
Commission's approval of applications P19 -0128/P19-0129 for a Design Review and Conditional
Use Permit to modify an existing self -storage facility (Public Storage) as follows: 1) demolish
seven existing storage buildings and office; 2) construct a 900 square -foot office; 3) construct a
9,750 square -foot one-story storage building; 4) construct a 197,410 square -foot three-story
storage building; and 5) construct related site improvements at 3716 Stanley Blvd., and consider
adoption of a resolution approving a reduction in affordable housing fees for the project
City Council Minutes Page 7 of 11 December 1, 2020
