CITY OF PLEASANTON <br />CITY COUNCIL MEETING MINUTES <br />December 1, 2020 <br />This meeting was conducted in accordance with Governor Newsom's <br />Executive Orders N-25-20 COVID-19 pandemic protocols. <br />Vice Mayor Narum called the teleconferenced regular meeting of the City Council from various remote <br />locations to order at the hour of 7:00 p.m. Councilmember Brown led the Pledge of Allegiance and <br />provided opening remarks. <br />ROLL CALL <br />Present: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum <br />Absent: Mayor Thorne <br />AGENDA AMENDMENTS <br />City Manager Nelson Fialho noted Item 16 is being continued to December 15. <br />CONSENT CALENDAR <br />Citv Manager <br />1. Adopted and waived full reading of Resolution No. 20-1186 setting the 2021 calendar year City <br />Council meeting schedule <br />2. Approved minutes of July 14; August 4, 18, and 20; September 1 and 15; October 1, 6, and 20; <br />and November 2 <br />3. Adopted and waived full reading of Resolution No. 20-1187 authorizing submittal of application to <br />CalRecycle for Beverage Container Recycling City/County Payment Program and related <br />authorization for Fiscal Year 2020/21 funding cycle <br />Jocelyn Combs expressed concern that there are no recycling redemption centers in Pleasanton or <br />Dublin although Livermore has two. She relayed her conversation with CalRecycle claiming Pleasanton <br />grocery stores are required to offer recycling redemption and noted high schools can create redemption <br />centers. Nonetheless, she stated support for Item No. 03. <br />Councilmember Brown relayed the lack of a recycling redemption center in Pleasanton is frequented <br />brought to her attention and requested staff to look into the CalRecycle mandates and report back to <br />the Council. City Manager Fialho stated he will look into the grocery store issue and the creative fix of <br />working with the Pleasanton Unified School District. <br />Assistant to the City Manager Becky Hopkins added this has been a problem throughout the bay area <br />as exhibited by only having two left in the Tri -Valley — both in Livermore. Assistant to the City Manager <br />Hopkins clarified CalRecycle is the compliance officer for this matter and not the City and should be the <br />recipient of complaints from Pleasanton residents like Ms. Combs. She stated the City website has <br />been updated with the Livermore locations and the CalRecycle complaint links. <br />Assistant to the City Manager Hopkins conveyed the City has been in touch with Assemblywoman <br />Rebecca Bauer-Kahan's and Senator Steve Glazer's offices about the matter and added StopWaste <br />has been lobbying for this fix for years. She stated Councilmember Pentin has been engaged in the <br />
