Therefore, staff believes noise from the proposed bar would not significantly impact <br /> surrounding uses, including any nearby residential uses. <br /> Parking <br /> For property zoned C-C and located within the Downtown Revitalization District, the Municipal <br /> Code does not require any additional parking for a change in use. Parking for the proposed bar <br /> would include surrounding public parking lots and available on-street parking. Staff believes <br /> nearby public parking lots and available on-street parking would provide adequate parking for <br /> the proposed use. Should parking-related problems occur, staff has included a condition of <br /> approval which allows the Director of Community Development to refer the CUP back to <br /> the Planning Commission for possible mitigation measures. <br /> Police Department Review <br /> The Police Department has reviewed the proposed CUP and determined the proposed staffing <br /> would be sufficient to manage any security issues (Exhibit B) and additional security staff are <br /> not being requested at this time. A condition of approval would allow the Chief of Police to <br /> require security staff if future problems were to occur as a result of bar patrons' behavior within <br /> or outside of the subject building. <br /> Pleasanton Downtown Association <br /> The Pleasanton Downtown Association's Downtown Vitality, Design & Historical Review <br /> Committee reviewed the proposed bar on December 21, 2020. The Committee unanimously <br /> voted in support of the bar CUP, subject to compliance with the City's Downtown Hospitality <br /> Guidelines including the food service guideline. Regarding the indoor/outdoor entertainment <br /> and music hours, the Committee supported the applicant's proposal. <br /> ALTERNATIVES <br /> As articulated above, staff believes the proposed bar, as conditioned, is consistent with the <br /> objectives of the zoning district. However, alternatives that could be considered by the <br /> Planning Commission include: <br /> 1 . Denial of the application. Such an action would preclude the applicant from occupying <br /> the subject site and conducting the proposed activities; or <br /> 2. Approval of the CUP with modifications. The Planning Commission could approve the <br /> CUP, but with modified hours of operation, or other changes to the proposal. <br /> Staff is able to support the findings to approve the project, as proposed, and believes the <br /> project will not adversely impact any existing on-site uses or the surrounding area; thus, staff <br /> suggests neither of the two project alternatives above should be pursued. <br /> PUBLIC NOTICE <br /> Notices of this application were sent to surrounding property owners and tenants within a <br /> 1,000-foot radius of the site. Staff has provided the location and noticing map as Exhibit C for <br /> reference.
