PROPOSED PROJECT <br /> The applicant is requesting approval of a bar (serving beer) that would operate from 11 a.m. to <br /> 10 p.m., Sunday through Thursday, and 11 a.m. to 12 a.m. on Friday and Saturday. The <br /> planned capacity is 44 persons, comprised of 39 patrons at any given time and five staff <br /> persons. The applicant proposes to develop the project in two phases: Phase 1 would include <br /> the operation of the bar as described, but not include any physical changes to the interior or <br /> exterior of the subject building; Phase 2 would include minor physical changes to the subject <br /> building comprised of an ADA ramp within the outside patio, two new bathrooms and a small <br /> food service preparation and in-house kitchen within the subject building. No timing was <br /> provided by the applicant regarding phasing. <br /> Limited food service, including snacks, small plates, and small meals, would be available <br /> during the operating hours either: (1) through partnered restaurants; and/or (2) within the bar <br /> which would have a small food service preparation and in-house kitchen (as part of planned <br /> Phase 2 improvements) that would supplement and/or supplant the food service provided from <br /> partnered restaurants. Live amplified and non-amplified entertainment and music would occur <br /> daily inside until 11 p.m. and outside until 9 p.m. All indoor entertainment and music would <br /> occur within the main room and all outside entertainment and music would occur within the <br /> side patio area as shown on the floor plan (Figure 4). Figure 4 also illustrates the balance of <br /> the proposed interior tenant improvements at the completion of Phase 2 which include the bar <br /> and food service area, seating areas in the main room, side outdoor patio, a storage room, and <br /> restrooms. No exterior improvements are proposed at this time. He expressed his desire to establish effective <br /> and smooth processes. He stated he was an advocate of streamlining the zoning code and <br /> hoped the design standards would complement the code. Ms. Clark stated the City wanted to <br /> remove laborious, uncertain design review and the purpose of the exercise was to ensure the <br /> Planning Commission Minutes Page 5 of 7 December 9, 2020 <br />te quality development that fit the <br /> style and feel of Pleasanton. <br /> Commissioner Pace inquired if the standards being provided were real life examples relative to <br /> the standards that Mr. Williams had judged as successful or not, and whether the <br /> Commissioners were to review to see if they were aligned with the designation.
