9 <br /> THE CITY OF <br /> '" CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> December 15, 2020 <br /> Operations Services <br /> TITLE: APPROVE AN EXTENSION OF AN AGREEMENT WITH ENTERPRISE FM <br /> TRUST AND A PURCHASE ORDER FOR FY 2020-21 IN THE NOT-TO- <br /> EXCEED AMOUNT OF $336,000 FOR LEASED CITY FLEET VEHICLES <br /> • <br /> SUMMARY <br /> In 2014, the City entered into a Master Equity Lease Agreement with Enterprise FM <br /> Trust (Enterprise) to lease vehicles to minimize fleet maintenance and purchase costs <br /> of aged City vehicles in a more cost-effective manner rather than replacing vehicles at <br /> one time. The City's current fleet totals 239 vehicles ranging from pool vehicles to public <br /> safety apparatus to paratransit buses. Out of the 239 vehicles, 56 are part of the <br /> Enterprise lease program. <br /> Staff has found that the lease program is cost effective for some types of vehicles but <br /> not for others. Specifically, leasing of vehicles that require aftermarket outfitting have <br /> been problematic. However, staff proposes to extend the program to match the terms of <br /> existing leases and to provide additional time to evaluate the overall effectiveness of the <br /> program. <br /> RECOMMENDATION <br /> 1. Authorize the City Manager to execute the Amendment to Master Equity Lease <br /> Agreement with Enterprise FM Trust. <br /> 2. Authorize the City Manager to execute a purchase order in the not-to-exceed <br /> amount of$336,000 with Enterprise FM Trust for FY 2020/21 to pay for current <br /> invoices. <br /> FINANCIAL STATEMENT <br /> Funding for the monthly lease is included in the vehicle Repair & Replacement Fund. <br />
