effect. The current property owner is working on exterior upgrades including making it ADA
accessible, painting, and adding a roof screen on the parking lot side.
Chair Ritter inquired about the Permit Center's current operations under the County's shelter-
in-place order and Ms. Denis stated operations are improving; the Planning Division has been
keeping up with the number of applications received, however, due to the sheer volume of
applications received by the Building Division, it has created a backlog in the review and
issuance of building permits. To help alleviate this issue, the Building Division will be opening
for appointment-only over-the-counter permits, as staff has observed it is not as time-effective
for the issuance of permits for smaller projects when they've been submitted electronically.
Chair Ritter further inquired if the Zoning Code update had made things smoother and Ms.
Denis confirmed it had, but stated the current delays are strictly due to the operations under
the shelter-in-place order and not our previous process.
Commissioner Balch inquired about the progress of the Open Counter zoning portal and
whether an applicant could now obtain zoning information by entering an address; Ms. Denis
responded the software still does not offer that functionality and she would inquire further to
determine what might be required to incorporate that function into the software. Commissioner
Brown provided feedback, having used the system recently, stating any invalid fields should be
hidden to help prevent confusion. He also mentioned when calling the Building Division to
schedule an inspection through the phone tree, it puts the caller in a loop which eventually
requires the caller to choose the option to speak with staff, in order to get out of it.
ADJOURNMENT
Chair Ritter adjourned the meeting at 7:30 p.m.
Respectfully submitted,
ejtb(Ukt9,_-
Stefanie Ananthan
Recording Secretary
Planning Commission Minutes Page 4 of 4 October 14, 2020
around parking in the downtown area and Chair Ritter stated the BPTC
previously had an opportunity to review and comment on the project. Ms. Denis named the
staff members working on the project and informed the Commissioners the building
assessment and parking options were taken before the Parks and Recreation Commission and
had been commented on by the surrounding neighbors. Interior floor plan options were also
brought before the Parks and Recreation Commission and next steps include compiling all the
information and working through any outstanding items. Ms. Denis also stated if any residents
have questions, comments, or concerns, they could reach out to her, directly.
Commissioner Allen posed a rhetorical question as to what the City would do with historical
signs downtown when buildings change ownership. She then asked if there were any updates
regarding who would be moving into the vacant site previously occupied by Dean's Diner. Ms.
Denis responded tenant improvement (TI) plans had been submitted to the Building Division
for this location, but they were withdrawn after the County's shelter-in-place order went into
Planning Commission Minutes Page 3 of 4 October 14, 2020
en brick or another material.
