concrete, specific agendas for the full implementation of Recommendation Three and its action items <br /> within Pillar 3. <br /> Aaron Guerra commented on Pillar 4 of the 21st Century Policing Report and encouraged the use of <br /> mental health professionals and community oversight and supports the development of a CAB. <br /> Robin Hwang commented on Pillar 5 of the 21st Century Policing Report and encouraged PPD to take <br /> initiative and build empathy for communities of color and residents suffering from mental illness. <br /> Emma Reddy commented on Pillar 6 of the 21st Century Policing Report and encouraged the <br /> implementation of officer safety and wellness. She encouraged PPD to participate in the Law <br /> Enforcement Officer (LEO) Near Miss Program and establish a peer review error management hotline. <br /> Randy Brown expressed support for PPD, its budget, and the creation of an Advocacy Advisory Panel. <br /> He noted community input through the existing public process is encouraged and effective. Lastly, he <br /> expressed support for having a mental health professional on calls that require them. <br /> Brandon Pace commented that the community's experiences with PPD are not consistent with what is <br /> happening in other communities. He noted Pleasanton has grown as a diverse community and believes <br /> Pleasanton needs change that is appropriate for the community and does not feel a Police Commission <br /> is required. He applauded the efforts of the City Council and PPD. <br /> Jill Miller expressed support for PPD and its current efforts for building legitimacy and trust within the <br /> community. She encouraged the use of an independent advisory board and cited an incident where one <br /> would have been very helpful. <br /> Valerie Arkin requested an outline of oversight by the City Council and requested clarification of how <br /> regular reviews of police policies will take place. She suggested the statement "The City stands up to <br /> blatant acts of racism" should be changed to "all acts of racism" in recommendation 1.2. She strongly <br /> advocated for adding mental health professionals to respond to crises. She encouraged conversations <br /> between PUSD and the City regarding the evaluation and effectiveness of SROs and the D.A.R.E. <br /> Program. Lastly, she advocated for both the CAB and the IPA. <br /> Aayush Singh commended PPD for launching a new website and noted officers have genuinely sought <br /> to build strong ties to the community. He would like to see a breakdown of how many times the use of <br /> force was used by race, age, and gender and feels it would be beneficial to both the police and the <br /> community. <br /> Jocelyn Combs expressed her support for the staff report. She questioned why Recommendation 1.5.2 <br /> — Residency Incentive Program was not being considered and feels it is a huge opportunity for <br /> Pleasanton. She encouraged changing Recommendation 2.11 to state business cards should be <br /> provided when appropriate and feels it is a community trust action. She encouraged the use of an <br /> advisory board and an IPA. <br /> John Bauer expressed concern regarding the use of force problems by PPD and is concerned taser <br /> use has increased. He is generally pleased with the presentation by staff but does not feel substantive <br /> changes are being made. He encouraged City Council to rethink approving tasers at their next meeting. <br /> Mayor Thorne requested Chief Swing respond to Mr. Bauer's inquiries regarding tasers. Chief Swing <br /> declined to respond during the meeting but advised he would respond through the City Manager at the <br /> next City Council meeting. <br /> Nicholas Albert, Pleasanton's Police Officers' Association stated they are committed to partnering with <br /> the community and City leaders to keep Pleasanton a safe place to live, work, and raise a family.
