SPECIAL MEETING Vice Mayor Narum called the teleconferenced special meeting of the City Council from various remote locations to order at the hour of 6:15 p.m. ROLL CALL Present: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum Absent: Mayor Thorne PUBLIC COMMENT — None ADJOURN TO CLOSED SESSION FOR THE FOLLOWING: CONFERENCE WITH LABOR NEGOTIATOR pursuant to Government Code § 54957.6: Agency representative: Nelson Fialho Employee organization: Unrepresented Management and Confidential ADJOURNMENT —The special meeting adjourned at 6:32 p.m. REGULAR MEETING Vice Mayor Narum called the teleconferenced regular meeting of the City Council from various remote locations to order at the hour of 7:00 p.m. Councilmember Testa led the Pledge of Allegiance and provided opening remarks. ROLL CALL Present: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum, Mayor Thorne (7:51) Absent: CLOSED SESSION REPORT City Attorney Daniel Sodergren advised no reportable action was taken in closed session. AGENDA AMENDMENTS City Manager Nelson Fialho reported Item 2 will be continued for formatting changes and advised Item No. 18 will also be continued. Vice Mayor Narum and Councilmember Brown requested Item No. 11 be removed from the Consent Calendar and moved to Item No. 20. CONSENT CALENDAR In response to Councilmember Brown's inquiries, City Manager Fialho clarified areas subject to weed, herbicide and pesticide abatement such as street medians are not frequented by the public and are used consistent with state law. He clarified the City banned the use of these herbicides in areas where people congregate such as City playgrounds and picnic areas several years ago. He explained a
