Valerie Arkin would like to see a report of what else is being done to identify contaminant sources, pros and cons of the technology discussed, the impact of water taste and odor, and encourages a more aggressive timeline. Mayor Thorne closed public comment. Councilmember Narum stressed the importance of having all three wells operating, especially during the summer months, and noted the DDW will continue to lower response levels. She supports pursuing the Low Treatment Goal to continue having Pleasanton's drinking water exceed the state and federal quality standards. She acknowledged the importance of working with Zone 7 but also supports local control as it relates to the wells. She moved to approve the item. Councilmember Brown seconded the motion and noted IX resins can be incinerated versus disposing of spent carbon and can be part of the lower cost of ownership and NPV. She supports pre-purchasing the vessels once the design is known. She reported speaking with Assemblymember Rebecca Bauer- Kahan who is bringing the item to Sacramento. She encouraged staff to explore grant funding and low- interest loans for construction. Councilmember Testa expressed her support for the item and encouraged staff to be more aggressive with the timeline. Councilmember Pentin expressed his support for the Low Treatment goal, having all wells operational, and a more aggressive timeline. He encourages the expansion of the recycled water system, the ability to identify PFAS sources, and encourages staff to work with state and federal representatives. MOTION: It was m/s by Narum/Brown to support the City's work plan to address Per-and Polyfluoroalkyl Substances (PFAS) and approve an agreement with Carollo Engineers in the amount of $437,374 to prepare a basis of design report for PFAS Treatment and Wells 5, 6, and 8 Rehabilitation Project. Approve policy direction to begin the design process for an all-abilities playground at Ken Mercer Sports Park Director of Library and Recreation Heidi Murphy introduced the item and provided opening remarks. Assistant Director of Recreation Michele Crose provided a brief overview of the item and reported residents approached the City in 2017 with the desire to bring in an all-abilities playground to Pleasanton. She noted Parks and Recreation Commission identified this as their number one priority for Fiscal Year 19/20 and it was adopted by the City Council as one of its priorities for the Capital Improvement Plan (CIP). She advised staff began researching an all-abilities playground throughout the Bay Area and spoke with numerous groups that specialize in special needs designs. She reported on January 9, 2020, the Parks and Recreation Commission made a recommendation to have City Council approve policy direction and begin the design process for an all-abilities playground at Ken Mercer Park. Assistant Director of Recreation Crose presented the site attributes that make all-abilities playgrounds the most desirable which include a playground size of 1 to 1.5 acres, ample parking, varied grades, restrooms with Americans with Disabilities Act (ADA) access, ample shade, a centralized location, easy access to transportation/schools, additional park amenities, a safe environment, sufficient play area, and no conflicting uses.
