VEHICLE DEPLOYMENT
The CONTRACTOR will schedule driver shifts and vehicles to ensure that the optimum number
of vehicles is used to both maximize productivity and minimize service costs. The CITY's
Paratransit Contract Manager will work in coordination with the CONTRACTOR's Project
Manager to determine the optimum number of vehicles that will be utilized for service, based on
the financial resources available and trip demand. This must be done in such a manner that meets
the standards provided in this document. The CONTRACTOR must accommodate both
ambulatory and non-ambulatory program participants.
Additionally, CONTRACTOR will have back-up drivers available in the event that regularly
scheduled drivers are not available for their routes.
XIII. VEHICLE MAINTENANCE
The CONTRACTOR is responsible for the operational maintenance, fuel expense, storage, and
repair of all of the vehicles used to provide services under the AGREEMENT. In cases of
emergency, general public taxi or limousine service may be used to provide paratransit services
with notification to the CITY in writing or by phone.
Each vehicle utilized for the delivery of services under the AGREEMENT shall undergo a daily
vehicle pre-trip and post-trip inspection, using standardized inspection protocol. In order for
vehicles to be road ready, they must pass the pre-trip inspection. CONTRACTOR will record
daily pre and post-trip inspections and keep records during the term of the AGREEMENT.
The CITY agrees to lease at the cost of $1.00 per year per vehicle sufficient lift-equipped vehicles
(both active service and back-up vehicles) to service the AGREEMENT. All vehicles shall meet
the requirements set forth by the California Air Resources Board. Vehicles shall have proper tie-
down equipment to safely secure passengers who use wheelchairs as well as working seat belts
for ambulatory passengers.
The CONTRACTOR will inspect, and cycle wheelchair lifts daily and at preventive maintenance
intervals to ensure that lifts are in good working condition at all times. CONTRACTOR will pull
vehicle from service if lift fails during daily inspection or while in service. CONTRACTOR will
repair non-operable lifts and ensure that vehicles are not returned to service until the lift is
properly functioning. Should the cost to repair a non-operable lift be excessive as determined by
either party, a meet and confer will take place.
Prior to daily operartions, CITY expectations are that CONTRACTOR will prepare vehicles used
for this service to be clean and maintained in order to provide a safe and professional environment
for passengers.
14 I Page
