THE CITY OF <br /> ri <br /> I 7 CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> December 1, 2020 <br /> Library and Recreation <br /> TITLE: AWARD AN OPERATOR AGREEMENT TO BLACK TIE <br /> TRANSPORTATION TO ASSUME MANAGEMENT AND DAY-TO-DAY <br /> RESPONSIBILITIES FOR PLEASANTON PARATRANSIT SERVICE (PPS) <br /> FOR A THREE-YEAR AGREEMENT NOT TO EXCEED $896,400 AND IF <br /> NECESSARY AUTHORIZE THE CITY MANAGER TO; 1) NEGOTIATE <br /> TERMS FOR TWO ADDITIONAL YEARS, 2) REACH AN AGREEMENT TO <br /> TRANSFER AMERICANS WITH DISABILITIES ACT PPS TRANSPORTS TO <br /> LIVERMORE AMADOR VALLEY TRANSIT AUTHORITY AND, 3) APPROVE <br /> AND EXECUTE ANY REQUIRED AGREEMENT CHANGE ORDER(S) FOR <br /> A NOT TO EXCEED AMOUNT OF $179,280 (APPROXIMATELY 20% OF <br /> THE OPERATOR AGREEMENT) FOR PROGRAM ADJUSTMENTS <br /> SUMMARY <br /> Assessment of Paratransit Services was identified as a City Council Priority in March <br /> 2017. In fall 2017, the City of Pleasanton (City), in collaboration with the Livermore <br /> Amador Valley Transit Authority (LAVTA), launched a comprehensive study of <br /> paratransit services called Mobility Forward: Tri-Valley Paratransit Study. Goals of the <br /> study were to continue to meet paratransit needs of Tri-Valley residents; identify <br /> opportunities for greater partnership and efficiencies between the City and LAVTA; <br /> and/or identify opportunities for consolidation or re-organization of paratransit services <br /> in the Tri-Valley. The study evaluated current service delivery and determined how to <br /> best meet the needs of residents. A final report was adopted by City Council on May 7, <br /> 2019 and staff was directed to return to City Council with recommendations for future <br /> operational service delivery. On August 18, 2020 City Council approved policy direction <br /> to contract for services with a transportation service provider for the Pleasanton <br /> Paratransit Service (PPS) program. This agenda report focuses on one of the final <br /> report recommendations: restructure PPS as a City-based program for older adults and, <br /> contract for services with a transportation service provider. <br /> RECOMMENDATION <br /> Award an Operator Agreement to Black Tie Transportation to assume management and <br /> day-to-day responsibilities for Pleasanton Paratransit Service (PPS) for a three-year <br /> agreement not to exceed $896,400 and if necessary authorize the City Manager to; 1 ) <br /> negotiate terms for two additional years, 2) reach an agreement to transfer Americans <br /> with Disabilities Act PPS transports to Livermore Amador Valley Transit Authority and, <br /> 3) approve and execute any required agreement change order(s) for a not to exceed <br /> amount of $179,280 (approximately 20% of the Operator Agreement) for program <br /> adjustments. <br />
