BACKGROUND <br /> Due to the shelter-in-place requirements this year, many of the current grantees are <br /> unable to execute their grant approved projects and expend their grant funding. All <br /> grantees were contacted and provided the opportunity to amend their grant program to <br /> allow them to utilize the grant awards. A few grantees amended their programs, a few <br /> have chosen not to amend their program and wait to see if they can offer their program <br /> later and two groups have been able to offer their program as-is. <br /> DISCUSSION <br /> A new grant cycle will open in December which allows groups who meet the criteria to <br /> apply for reimbursable funding for FY 2021/22. However, many current grantees <br /> inquired if extensions would be considered for the current grant approved projects. <br /> Currently in the Civic Art Category, no grantee has been able to complete their <br /> approved program. However, five submitted addendums to their programs to meet <br /> current shelter-in-place requirements. Of the seven grantees in the Youth Category, one <br /> has expended all of their FY 2020/21 grant funds, two have expended a portion, three <br /> have not expended any funds and one has returned their funds as their organization <br /> has ceased operations. Attachment 1 provides details on funding and expenditures for <br /> each grantee. <br /> Due to the feedback received from the grantees, staff recommends rolling over the <br /> grant funding from FY 2020/21 and extending the program deadlines. The amount <br /> granted to each group would remain the same and project completion deadlines would <br /> be extended for one full year, until June 2022. This allows agencies that received grants <br /> but were unable to execute the approved programs due to COVID, an opportunity to <br /> complete their projects and serve the community without reapply for funding. <br /> At the November 9, 2020 Joint Special Meeting, the Youth and Civic Arts Commissions <br /> unanimously voted to recommend the following: <br /> 1. Rollover current $54,903.23 for the Civic Arts Category and extend the deadline <br /> for this funding to be expended until June 2022 <br /> 2.
