CITY OF PLEASANTON <br /> CITY COUNCIL SPECIAL MEETING MINUTES <br /> August 4, 2020 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Orders N-25-20 CO VID-19 pandemic protocols. <br /> Vice Mayor Narum called the teleconferenced special meeting of the City Council from various remote <br /> locations to order at the hour of 7:00 p.m. Councilmember Pentin led the Pledge of Allegiance and Vice <br /> Mayor Narum provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum <br /> Absent: Mayor Thorne <br /> AGENDA AMENDMENTS <br /> Vice Mayor Narum announced Item Nos. 05 and 06 have been moved to the regularly scheduled August <br /> 18th City Council meeting since they cannot be considered during a special meeting. She announced <br /> she is moving Item No. 25 due to Mayor Thorne's absence. <br /> In response to Councilmember Testa's concerns, Vice Mayor Narum reported she received direction from <br /> staff that there will be ample time to discuss the item if moved to August 18th. Councilmember Testa <br /> expressed concern some items will be voted upon before the City of Pleasanton can respond. <br /> Councilmember Pentin expressed his support for moving the item to August 18th. <br /> City Manager Nelson Fialho reported bills will be heard in the Policy Committee on August 6th and 7th, <br /> then again in Fiscal Committee on August 14th and August 21st. He noted the last day to amend bills on <br /> the House Floor is August 21st with the last day to pass bills to Governor Newsom is August 31st. <br /> Assistant to the City Manager Becky Hopkins confirmed that even after bills are forwarded to the <br /> Governor's Office, staff advocates through letters to his office as well as engaging with his staff. <br /> In response to Councilmember Brown's inquiry, City Attorney Daniel Sodergren clarified under the <br /> Council Rules of Procedure, any councilmember may continue an item that is not subject to a legal or <br /> city-imposed deadline to the next City Council meeting or another date agreeable to a majority of the <br /> Council. <br /> CONSENT CALENDAR <br /> City Manager <br /> 1. Approved and authorized City Manager to execute Professional Services Agreements with Hello <br /> Housing for an amount not-to-exceed $56,298, and ECHO Housing for an amount not-to-exceed <br /> $25,000, to provide First Time Homebuyer Program Administration Services for the period July 1, <br /> 2020 through June 30, 2021 appropriated from the Lower Income Housing Fund <br /> 2. Adopted and waived full reading of Resolution No. 20-1177 authorizing continued participation in <br /> the Alameda County HOME Consortium for the purpose of receiving HOME funds for affordable <br /> housing development for Fiscal Years 2021, 2022, and 2023, and execution of documents to <br />
