Adopted and waived second reading of Ordinance No 2210 approving Planned Unit <br /> Development (PUD) rezoning and development plan and vesting tentative map for a five-lot <br /> residential project located at 990 Sycamore Road, as filed under Case Nos. PUD-135 (Planned <br /> Unit Development), P19-0030 (Rezoning), and Vesting Map 8528. ** Testa voted no ** <br /> Finance <br /> 4. Accepted monthly disbursements and investment report for July 2020 <br /> Operations Services <br /> 5. Approved and authorized City Manager to execute agreement with Shape Incorporated in the <br /> amount of $130,000 for sewer and storm pump repair and replacement services with a not-to- <br /> exceed amount of$65,000 per fiscal year with the option for two additional one-year extensions <br /> 6. Approved the amendment to the purchase order with Snap Solution, Inc. for two UVD robots for a <br /> total not-to-exceed $393,000 to include freight charges estimated at $13,000 and an additional <br /> 15% contingency <br /> MOTION: It was m/s by Pentin/Brown to approve the Consent Calendar as submitted and as noted. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Pentin, Testa, Councilmember Narum, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MEETING OPEN TO THE PUBLIC <br /> 7. Public Comment <br /> The following encouraged City Council to agendize and consider adopting a mandate to enforce face <br /> coverings during the COVID-19 pandemic in Pleasanton: Emma Reddy, Vittoria Tommasini, Sneha <br /> Jariwala. Ozgur Aktas, Rishabh Raj, Carolyne Geng, Sujana Sridhar, Kevin Andrews, and Isabella <br /> Mariano. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 8. Receive update on 6th Cycle Regional Housing Needs Allocation Process, and review and provide <br /> direction on key planning considerations for the Housing Element Update including the overall <br /> project approach and scope of work, and direction to proceed with solicitation for consultant <br /> services for the Housing Element Update <br /> Community Development Director Ellen Clark provided a brief update on the Housing Element and <br /> noted it is a required element of the General Plan and is updated every eight years. She explained it is <br /> the local community plan to facilitate the production of housing, including the capacity to accommodate <br /> the local "fair share" of the regional housing need assessment (RHNA). She explained the City is <br /> currently in the 5th Cycle Housing Element which was adopted in 2015 and covers 2015 through 2022. <br /> She advised the 6th Cycle Housing Element will cover years 2023 through 2030 and must be adopted <br /> by January 2023. <br /> Community Development Director Clark provided an outline of the early steps of the Housing Element <br /> Cycle, which began last September, and includes: Regional Housing Needs Determination (RHND), <br /> RHNA Methodology development, Association of Bay Governments (ABAG) Executive Board <br /> City Council Minutes Page 2 of 7 September 15, 2020 <br />
