Varsha Madapoosi encouraged City Council to consider trained mental health professionals to respond <br /> to mental health crises, expressed support for the chokehold ban, and encouraged transparency and <br /> accountability of PPD. <br /> Erin Liao called for a ban on the carotid control hold and encouraged the reallocation of funds towards <br /> smaller community organizations. <br /> David Gates expressed support for civilian oversight to help strengthen PPD and encouraged the ban <br /> of the carotid control hold. <br /> Linda Kelly expressed her support for PPD. <br /> Chloe Comstock expressed her support for reallocating PPD funds for schools, parks, and mental <br /> health resources. <br /> Vittoria Tommasini encouraged City Council to work with the local school district to remove police <br /> officers from schools and to replace them with student counseling services. She expressed concern <br /> that many residents are not wearing facial masks while outside in Pleasanton. <br /> Jayme Walker, representing the Bauer Family, expressed her support for the 3-Step Action Plan, <br /> encouraged City Council to commit to transparency, community engagement, and to actively listen to <br /> those with grievances against the PPD. She recapped the events surrounding Jacob Bauer's death and <br /> encouraged implicit bias training and a review of internal culture. <br /> Barbara Comstock encouraged City Council to work with the Pleasanton School District to better <br /> coordinate the listening sessions so they can participate, encouraged residents to refrain from name- <br /> calling those with opposing views, and expressed support of reallocating funds towards social services <br /> for students. <br /> Alex Breen expressed his support for civilian oversight, a ban on some uses of force including <br /> chokeholds, comprehensive reporting when firearms are used against civilians, use of de-escalation <br /> practices, and reallocating funding to a mental health support team. <br /> Jill Miller expressed support for reallocating funds towards a mental health crisis response team and <br /> encouraged civilian oversight of PPD. <br /> Aaron Guerra expressed his support for defunding the PPD, a ban on the carotid chokehold, <br /> establishing a mental health department to respond to mental health crises in Pleasanton, disarming <br /> police officers when responding to a non-violent call, and requiring that police officers have a four-year <br /> college degree. <br /> Crysta Vlasak expressed her support for defunding the PDD and reinvesting those funds into the <br /> community. <br /> Robert Gan expressed his support for PPD, expressed concern there is insufficient firearm training <br /> within PPD, encouraged City Council to complete a targeted survey to residents, and encouraged more <br /> transparency in PPD policies and procedures around reasonable use of force. <br /> Robin Hwang expressed support for the reallocation of funds towards mental health support in <br /> Pleasanton and encouraged City Council to look into the CAHOOTS program that successfully runs in <br /> Eugene, Oregon. <br /> City Council Minutes Page 5 of 7 July 14, 2020 <br />
