In response to Councilmember Brown's inquiry, City Manager Fialho reported City Council has not <br /> recommended an independent review but will compare against the 21st Century Policing Report as the <br /> guidelines as per staff recommendation. He noted City Council would be able to request an <br /> independent review if desired, but he believes the City has the necessary resources available. <br /> Randy Brown expressed support for PPD and looks forward to reviewing of PPD policies and <br /> procedures to strengthen the department. He commended PPD's short response time and contributes it <br /> to keeping Pleasanton a safe community. <br /> Nancy McGhee suggested City Council send out a targeted survey to better understand how the <br /> community feels about PPD, expressed support for developing a mental health crisis response unit, <br /> and encouraged independent oversight. <br /> Heather Truro expressed support for civilian oversight of PPD, additional de-escalation training, and <br /> supports the development of a mental crisis response team. <br /> Mike Roesbery expressed support for PPD and noted their professionalism for each time they have <br /> responded to his local business. <br /> Pierre Bierre expressed support of the police review process and noted Pleasanton is hiring the top 2% <br /> of police officer candidates which is a great reflection of PPD. <br /> Gale Naylor expressed support for PPD, encouraged City Council to develop a mental health crisis <br /> response team, and encouraged the use of a civilian task force to review police policies and <br /> procedures. <br /> Jack Balch expressed his support of Community Listening Sessions and the police review process. <br /> Mikayla Tran expressed concern regarding PPD policing practices and recounted the story of a fellow <br /> student's interaction with Student Resource Officers. She encouraged City Council to fund a team of <br /> trained mental health professionals to respond to mental health crises, encouraged the permanent ban <br /> of the carotid chokehold, and encouraged civilian oversight of PPD. <br /> Jocelyn Combs expressed concern that Community Listening Sessions will not be representative of the <br /> Pleasanton community and encouraged City Council to consider a household survey. She encouraged <br /> the implementation of early prevention programs in the areas of drugs and alcohol, domestic abuse, <br /> and mental health to develop a healthy community. Lastly, she encouraged transparency and <br /> accountability in the policing plan. <br /> E. Mark Shusterman, MD, expressed his support for PPD and encouraged continuous improvement. <br /> John Bauer expressed concern that the approval ratings from the Citizen Review survey are incorrect <br /> since it does not ask targeted questions. He encouraged the review to include outreach to families who <br /> have lost a family member in a Pleasanton officer-involved incident. <br /> Joe Reed expressed his support of PPD, the 3-Step Action Plan, and encouraged City Council to only <br /> allow Pleasanton residents to participate in the process. <br /> Carolyne Geng encouraged City Council to be more transparent regarding the PPD budget and <br /> requested more detail regarding expenditures. <br /> City Council Minutes Page 4 of 7 July 14, 2020 <br />
