Ms. Stewart reported the previous owner received approval for two agricultural lots on the southern portion of the property. Additionally, she explained the project is within the allowable density range and compliant with the average density use for holding capacity within the NSSP. She noted the City has already set precedence by approving increased density within the NSSP for two other developments. Ms. Stewart referenced Senate Bill (SB) 50 which encourages local governments to create policies that support the approval of housing. She explained approval could signal to state agencies that Pleasanton is willing to make reasonable adjustments to help alleviate the housing crisis. She noted the project is very well thought out and fits in well with the neighborhoods and makes the best use of the land. She encouraged City Council to pass the item. Margo Layton, Bringhurst family member, explained the family did not object when Greenbrier and Summerhill subdivisions were developed and made the current alignment of Sycamore Creek possible. She feels the project fits in with both the Sycamore Creek neighbors and the Sycamore Road neighborhoods. Additionally, she feels the City has asked for many more restrictions than those imposed on the neighbors. Mayor Thorne closed the public hearing. Councilmember Brown expressed her support for the project. Councilmember Narum thanked the staff for their recommendation but does feel this project warrants special conditions. She thanked the applicant for the creation of the trail and the utility easement. Councilmember Pentin expressed his support of the item. He also noted that while the project does not fit the NSSP guidelines, it does make sense for the neighborhood. Mayor Thorne expressed his support for the item and noted the NSSP was developed 28 years ago and the area has changed. MOTION: It was m/s by Brown/Narum to adopt and waive full reading of Resolution No. 20-1179 approving a Negative Declaration for the amendment to the North Sycamore Specific Plan (NSSP), rezoning, planned unit development (PUD) and subdivision of land for a five-lot residential development located at 990 Sycamore Road, as filed under Case Nos. PUD-135/P19-0031/P19-0032; Resolution No. 20-1180 approving an amendment to the North Sycamore Specific Plan (NSSP) for a proposed 5- lot residential development located at 990 Sycamore Road, as filed under Case No. P19-0031; Resolution No. 20-1181 approving a Growth Management Agreement with Alaina Stewart/Bringhurst LLC for the construction of four new single-family homes and related site improvements located at 990 Sycamore Road, as filed under Case No. PUD-135; and introduced and waived first reading of Ordinance No. 2210 approving applications for Planned Unit Development (PUD) rezoning and development plan and vesting tentative map for a five-lot residential project located at 990 Sycamore Road, as filed under Case Nos.
