"co-benefit" of resulting in cleaner water, than an alternative action that just reduces
emissions.
As such, before any actions are selected, a CAP 2.0 framework should be established
about how to identify and prioritize potential actions. The Committee has provided
direction on an overarching goal for the CAP 2.0 document (i.e., a vision), parameters
for the actions selected (i.e., guiding principles), other priorities of the City (i.e., co-
benefits), and criteria to help prioritize and narrow down the potential actions ultimately
included in the CAP 2.0 (i.e., action selection criteria).
Vision
The vision will be in the introduction of the CAP 2.0 document. It describes what the City
is trying to achieve with the CAP 2.0 and is intended to be the overarching goal for the
document. Actions should be feasible and focus on tangible steps to
move the needle.
• Accountable I Select actions that can be transparently evaluated, measured,
and reported. Reporting and monitoring will ensure accountability to partners,
stakeholders, and community members as well as uphold the principles of
Pleasanton's Community of Character.
Co-Benefits
To help focus on and highlight other city priorities, the Committee identified the following
co-benefits to consider when reviewing actions:
