• Feasibility: Action feasibility including degree of City control, regulatory or
political constraints, and technological considerations
• Support: Action level of support from external partners and community
• Urgency: Action urgency given other policies4
Please note, the Committee has not yet determined the specific weighting of the criteria
noted above, which will be discussed at a future Committee meeting. The Community
Survey currently in circulation will provide some insight on community priorities and may
help inform the proposed weighting.
CONCLUSION, RECOMMENDATION, AND NEXT STEPS
Staff recommends the Council affirm the Committee recommendation for each of the
five topics discussed (i.e., GHG emission reduction target pathway, vision, guiding
principles, co-benefits, and action selection criteria). Alternatively, the Council could
consider modifications or adjustments to any of the recommendations — such as an
alternative emissions reduction target pathway, modifying the vision, and/or
addition/deletion of co-benefits or action selection criteria.
Once the Council has provided direction on the items noted above, the Committee can
proceed to the next step of CAP 2.0 (i.e., action development). Potential actions will be
vetted by the Committee, stakeholders, and the community. Action development will
follow the framework established by the Council and aim to close the gap between the
adjusted GHG emission forecast in the City and the target pathway identified. It will
include a community workshop (via Zoom), coordination with implementation partners
(e.g., utilities and transit agencies), review by other Committees and Commissions, and
further community outreach. Staff will also check-in with the Council during the action
development stage for feedback on potential actions considered for inclusion in the CAP
2.0. The anticipated goal for CAP 2.0 adoption is fall of 2021.
u mitt by: Fiscal Review: Approved y:
Ellen Clark Tina Olson 469t Nelson Fialho
Director of Community Director of Finance City Manager
Development
Attachments:
1.
