Jennifer Livschitz expressed her support for defunding the police and encouraged redistribution of funding for community services. Megan Do expressed her support for reviewing and revising police policies in Pleasanton and reallocating police funds towards mental health services, and encourages more transparency within the PPD. Stephen McGeown expressed concern the Pleasanton Police Officer's Association may be influencing measures to embrace police reform and increased accountability and asked City Council to investigate. Susanna Chau expressed her support for the 3-Step Action Plan and encouraged residents to educate themselves on implicit bias. Councilmember Testa commented City Council has agreed to complete implicit bias training. Isaac Elias encouraged City Council to act with urgency on the item and to make changes to PPD. Akanksha Maddi expressed her support for improved transparency and accountability within PPD and encouraged the reallocation of funding towards community services. Vlada Lipkind encouraged City Council and PPD to truly listen to what the residents have to say. She asked for a moment of silence for Jacob Bauer. Mayor Thorne closed public comments. Councilmember Narum thanked the staff for the 3-Step Action Plan. She noted the outcome of the plan needs to be right for Pleasanton and expressed support for thoroughly reviewing PPDs policies and procedures. She requested staff add information to the proposed dedicated website as it becomes available and requested a detailed, granular police budget for review, and a summary of federal, state, and local legislation that could affect policing in Pleasanton, as well as information on what the City is doing in community services, which could include things like mental health, food insecurity, meals on wheels, that are outside of the budget. She moved to adopt the 3-Step Action Plan. Councilmember Pentin seconded the motion and saved his comments until after the Community Listening Session and encouraged the rest of the City Council to do the same. Councilmember Brown thanked all the speakers for their input. She expressed her support for the 3- Step Action Plan and Community Listening Sessions. She encouraged staff to look at what other communities are doing to understand what programs work well in their community. Councilmember Testa expressed support for having action sessions instead of listening sessions only. expressed concern about asking residents to come to listening sessions repeatedly, requested staff bring back a detailed, granular police budget, and an overview of what other communities are doing in response to mental health crisis calls. She expressed her appreciation for the speakers and the PPD. In response to Councilmember Testa's inquiry. Mayor Thorne, and Councilmembers Brown, Narum and Pentin expressed their support for continuing Community Listening Sessions to allow those who were unable to attend due to the conflicting Pleasanton School Board meeting.
