Mayor Thorne encouraged Councilmembers who are working with the League of California Cities and <br /> have positions outside the City Council to have a voice in changing the process. He commented he <br /> does not accept the RHNA numbers as he believes the state is decreasing in population. Lastly, he <br /> commented for the public, City Council does not build houses but only zones land. <br /> MOTION: It was m/s by Narum/Pentin to accept the proposed scope of work and schedules reflected in <br /> the report adding a key planning consideration to distribute RHNA housing throughout the City as much <br /> as possible, ensure the Housing Commission is as equally involved as the Planning Commission, and <br /> direct staff to proceed with the RFP for consulting services. Motion passed by the following vote: <br /> Ayes: Councilmembers Testa, Pentin, Brown, Narum, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL <br /> Mayor Thorne requested City Council consider a discussion of face mask enforcement supported by <br /> Councilmember Testa. The request failed due to a lack of a third. <br /> COUNCIL REPORTS <br /> Councilmember Narum reported attendance at the Tri-Valley Mayor's Liaison Committee. She reported <br /> the Alameda County Transportation Commission (ACTC) approved reallocating $400 million from Bay <br /> Area Rapid Transit (BART) to the Valley Link rail project and will now go to the full ACTC Board. <br /> ADJOURNMENT <br /> There being no further business, the meeting adjourned at 9:24 p.m. with a tribute to the nation's men <br /> and women serving in the military.
