She stated now is the time for the City to <br /> influence the process and is doing so by partnering with Tri-Valley cities. She advised not having <br /> enough water resources alone can also be a discussion point in the RHNA process and the appeals <br /> process. She agreed that parking structures or alternative construction types would need to be <br /> considered for the 30 to 40 DUA developments. <br /> In response to Councilmember Brown's inquiries, Community Development Director Clark advised the <br /> Housing Methodology Committee is a fairly balanced group that is comprised of staff, elected <br /> representatives, and a broad range of interest groups. She explained the infill <br /> criteria was included to show the criteria used in the last RHNA cycle and noted City Council will have <br /> an opportunity to revisit and re-evaluate the criteria.
