PFOS and noted the City currently tests for 18 PFAS chemicals. He hopes to expand PFAS testing with <br /> the Low Treatment Goal. <br /> In response to Councilmember Testa's inquiry, City Manager Fialho reported funding will be discussed <br /> with state representatives when final design and estimates are available at which time staff would come <br /> back to City Council with a financial plan for consideration. <br /> In response to Councilmember Brown's inquiry, Utilities Planning Manager Yamello advised staff will <br /> look at pre- and post-filtration in the design. He noted a universal vessel design is being considered to <br /> handle changing medium. He expects IX to get better over the next couple of years. He explained <br /> current testing for the design is focused on PFAS. Councilmember Brown commented she would like <br /> the design to cover as many chemical bases as possible. <br /> In response to Councilmember Brown's inquiry, Utilities Planning Manager Yamello reported Zone 7's <br /> 03 systems will not impact testing. He explained large volume field testing could be lengthy and does <br /> not work with the compliance schedule. He advised Orange County has completed large scale testing <br /> and can look at their results. He agreed a mobile unit could work with Well 8 but he would need to work <br /> with the state on that possibility. <br /> In response to Councilmember Pentin's inquiry, Utilities Planning Manager Yamello reported a Plan B <br /> of accessing Well 8 will be part of the evaluation and noted that centralized treatment is a big plus <br /> because it allows treatment for any well selected. <br /> In response to Councilmember Narum's inquiry, Utilities Planning Manager Yamello reported Q4 2023 <br /> is the estimated date that MCLs will be issued. He plans on construction beginning 01 2022 and <br /> continuing through 2023. He explained the analysis needs to be completed and it would be difficult to <br /> be more aggressive. He further explained Orange County was able to expedite their timeline by pre- <br /> purchasing the vessels. He advised staff is leaning towards IX because it did better for the Low <br /> Treatment goal but can switch to GAC at any time. Lastly, he explained GACs NPV is almost double <br /> that of IX. <br /> In response to Councilmember Narum's inquiry, Utilities Planning Manager Yamello reported <br /> recommending a centralized treatment or individual well treatment be included in the BODR. He stated <br /> centralized treatment at Well 8 gives the City the most flexibility and is more economical. <br /> Mayor Thorne opened public comment. <br /> Jill Buck expressed her support for the item. She encouraged City Council to consider pre-purchasing <br /> the vessels, supports a more aggressive timeline, and encouraged obtaining surface water from the <br /> state water project if necessary. <br /> Randy Brown expressed his support for the item and encouraged the City to look for federal and state <br /> grants for funding. <br /> Jack Balch encouraged City Council to direct staff to complete the cost-benefit analysis for all options <br /> including the two options that were dismissed. He encouraged staff to partner with Zone 7 as they are <br /> working on the same effort. <br /> Olivia Sanwong, President, Zone 7 Board of Directors, noted they have not considered treatment <br /> options. She advised Carollo Engineers have recommended looking at a site near their Chain of Lakes <br /> Well which is approximately 1.5 miles using existing roads from Well 8. She also noted they received a <br /> household cost of $22 to $29 per year from Carollo Engineers and recommended the City obtain a <br /> household cost estimate. <br /> City Council Minutes Page 5 of 9 September 1. 2020 <br />
