Keith Flynn, Pleasanton Hills Homeowners Association, expressed concern regarding potential noise in <br /> the intersection and a potential increase in traffic. He requested the Pleasanton Hills HOA engage in <br /> dialogue so their concerns can be raised. Senior Civil Engineer Nelkie explained dialogue will be handled <br /> during the public outreach components. In response to Vice Mayor Narum's inquiry, Traffic Engineer <br /> Tassano agreed completion of Highway 84 will give some alleviation on Bernal Avenue. <br /> Vice Mayor Narum closed public comment. <br /> Councilmember Pentin expressed his support for Alternative 1 and feels it is the best use of the <br /> intersection. <br /> In response to Councilmember Brown's inquiry, Traffic Engineer Tassano explained to put a bike lane in <br /> on First Street the left turn lane or the parking would need to be removed and would require public input. <br /> Senior Civil Engineer Nelkie further explained all the bicycle elements will be developed together <br /> regardless of which project moves first. <br /> Vice Mayor Narum supports Alternative 1 and the signage plan. <br /> MOTION: It was m/s by Pentin/Brown to approve amendment to agreement with HMH Engineers in the <br /> amount of $231,200 to complete the design and prepare biddable construction documents from the 35 <br /> percent design for a second westbound left-turn lane on Bernal Avenue at First Street and Sunol <br /> Boulevard, CIP No. 17556. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Pentin, Vice Mayor Narum <br /> Noes: None <br /> Absent: Mayor Thorne <br /> Recused: Councilmember Testa <br /> 25. Continued to the August 18 meeting— Review and consider the City's legislative framework with <br /> the 2020 focus areas and establish the City's legislative positions on selected housing related bills <br /> and request City staff to monitor remaining legislation throughout the 2020 legislative cycle to <br /> determine whether the City Council should take a formal position <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS <br /> Councilmember Pentin reported East Bay Community Energy is placing solar panels in the East Bay; <br /> and (LAVTA) is running its Shared Autonomous Vehicle program by the Dublin Bart Station. <br /> Vice Mayor Narum reported attendance at Supervisor Nate Miley's working for social injustice and police <br /> accountability. <br /> In response to Councilmember Brown's inquiry, City Manager Fialho agreed that waiting for a library book <br /> to be pulled and be available for pickup should not take weeks. <br /> ADJOURNMENT—The meeting adjourned at 8:28 p.m. <br /> Respectfully submitted, <br /> Karen Diaz <br /> City Clerk <br /> City Council Minutes Page 7 of 7 August 4, 2020 <br />
